Last week the president of
the Canadian Federation of .Ag-
riculture, H. H. Hannam, said
in his address to the annual
Meeting in Banff that he was
solidly opposed to vertical in-
tegration. Even though some
people claim it is inevitable,
Dr. Hannam feels it would not
work. out in practice and he,
warned farmers that accepting
a position within an integrated
program would force them into
a minority position. In an in-
tegrated business including ag-
riculture -that is the primary
producer or farmer -the farm-
er would find that other inter-
ests would dominate the busi-
ness. Farmers would give up
by default their right to speak
effectively and their right to a
voice in deciding the policies
that shape our economic struc-
ture, he said.
At just about the same time,
-Ontario's new Agriculture Min-
's•Cr Stewart told a television
audience in reply to questions
asked by your columnist that he
believed whole heartedly in the
farhily farm as the best econom-
ic unit in agriculture and pledg-
ed the Support of his govern-
ment to farmers who wanted to
fight vertical integration. Mr.
Stewart said all producers of a
commodity• being marketed un-
der a marketing plan must .be
bound by the ,re'gulations„.••QL
that plan whether they were:'
processors or farmers. "We are
convinced," he said, "that if any
processor or canner wishes to
produce his own product for
which there is a marketing plan
in existence, then he should be.
treated as any other producer
or grower» ":_ _.
We %interpret , that , statement
almost as'an invitation tofarin--
ers to use the Farm Products
Marketing Act as a weapon to
-fight vertical integration. Qn the
other hand, a senor official of
-one,,,of Canada's largest dairy
corporations has warned, milk
producers in Ontario that his
organization might- get into the
actual production of milk in a
big way if they form an over-
all marketing plan in this prov-
ince. However, this statement
by the minister of agri
may change the thin

possible that procesoa'ss'or dis-

marketing board if they repres-

not probable at the moment
