represent Perth at the Ontario
Dairy Princess Competition at
-the Canadian National Exhibi-
tion in Toronto in 1966. -
The judges, in selecting a
winner, will consider the fol-
lowing points: interview with
judges, public -address, as-
sembling and' sanitizing milk-
ing utensil's, milking, complete-
ness of milking, cleaning and
storing utensils, efficiency, and
time taken to complete the pro-
cess.

As the Vietnam crisis mount•
ed in intensity this week, the
threating posture of Communist
China continued to overshadow
the jungle struggle being wag-
ed in southeast Asia. •
, Behind every move in Viet -
nein, - there lurks always the
question .of Peking's reaction to
American efforts.,. to bring the
fighting there to a stalemate.
President Johnson's policy in
Vietnam recognizes that the
best that can be hoped for is
saw -off in that country.
The weakness of the Johnson
policy is. that in order to bring
the Communists to the bargain-
ing table where at best a,face-
saving diplomatic. -formula can
be .worked out, the U.S. must
commit more and more troops
and- planes to the battle.
When the late -President Ken-
nedy visited Saigon as'a senaT,,
tor in 1953, he concluded even
then that the Communists were
going to win.
He observed: ."No. amount of
American military assistance in
Indo' China can conquer an en -
my which is everywhere, and
at the same time nowhere, 'an
enemy of the people' which has
the sympathy and overt sup-
port of.thepeople."
How much of a menace is
Communist China to world
peace? How much fact is 'there
in the `yellow peril' legend?
While one would be naive to.
conclude that the Chinese • re-
gime is as peace -loving as it
pretends, there is considerable
evidence to suggest- the West
has 'been over -sold on the
threat of China.
Mina
was deeply wronged -by
the white Western nations in
the 19th century. It is a coun-.
try still deeply embittered over
its treatment by Britain and
the U.S. -
However, the Peking regime
has not ,as yet made any- at-
tempt to extend its sphere of
influence beyond regions which
historically have been either
bound up to China or under
its domination.
Tibet, for instance, has been
traditionally considered • one of
the five cultural and economic
regions of. China. Britain and
Russia recognized Chinese con-
trol over Tibet in 1907. -,
Peking was able to settle
quietly the question of its bor-
der with' Burma, which is ruled
by . a government committed to
non -alignment.,
Only in the ease of India did

the border question lead to an
armed clash, and the Chinese
'quickly pulled back after in-
flicting an impressive defeat on
the Indian ,army in 1962.
It is • well known that the
India -China border has never at'
any time been clearly establish-
ed and India's Nehru was ev-
ery bit as obstinate as the Chir---
ese in the 1960-62 border e-
gotiations.
In the case of South Korea,
it "now appears it was Stalin,
not China, which provoked the
North Koreans into invading
South Korea. The Chinese Com-
munist 'government was only a
year old,' full of problems. at
home. Peking did not move un-
til U.S. forces neared the Yalu
River at 'the Chinese border,
after Premier Chou En-lai had
warned that China would not
"tolerate seeing her neighbor
being savagely invaded." -
China is anxious to have a
C o m m u n i s t government in
South' Vietnam but 'it has dem-
onstrated it will take only lim-
ited action to achieve this end.
But the warning is clear that
it will react sharply against an
invasion of North Vietnam,
which it looks on as the same
kind of buffer which North
Korea provides.
Finally, there are .the ques-
tions , of China's nuclear capa-
bility, and the Russian -Chinese
split:
The nuelear capability is at
this time more psychological
than real. But the Moscow -Pe-
king split is very. real. China
fears a Soviet -American con-
tainment in which China would
be strategically surrounded. To
achieve this;" the U.S. must
avoid the kind of escalation in
Vietnam which would force
Moscow .to react in kind.

"And that without limiting the generality of the foregoing
to inquire into and review theloliowing matters:
(a) the constitution and powers of conservation authorities
including the number and method of appointment of
members; ,
(b) the system of financing the work of 'conservation au-
thorities,and the ability of local municipalities to pay
for their share'df conservation schemes;
(c) the power of conservation authorities to acquire or
expropriate lands and the methods used therefor; ,
(d) the administrative practices and methods df conserva-
tion authorities in carrying out their responsibilities
under The Conservation Authorities Act." •

individuals are invited to present submissions.
