Now Mr. Diefenbaker Says that un - leas 13 or 14 of the 15 mem- bers of the flag committee are able to reach agreement, the debate should start all over again. Majority rule means simply that — a clear majority of more than 50 per .cent. Mr. Diefenbaker's insistence of an 80 to 90 per cent majority be- fore the flag can become a fact makes one thankful such ma- jorities have not been needed on more important issues. Not a single major law would•have been °fleeted since Confedera- tion 'if this kind of majority had been required, By RAY ARGYLE Canadians are supposed to be great compromisers. One prime minister — Mackenzie King — built his entire career on his apparent ability to bring togeth- er conflicting points of • view. Why, then, then, has the country been unable to reach a *majer- ity agreement on a national flag? The chief reason, and the sooner it be recognized the bet- ter, lies in the division of the nation in racial blocs — Eng- lish, French, Ukrainian, Italian, etc. This was not so apparent dur- ing the many years in which Canadians of British stock dom- inated the political, commercial, and cultural life of the country. But since. the last war, the in-, fluence of the British element has been declining. That this has happened in Canada is due largely to the Canadian system of encourag- ing various national groups to retain their distinctive identity. In the United States, by con- trast, the melting pot. 9f immi- gration has created one great mass of 'citizenry—Americans. Americans have reached a national consensus, on most fun- damental issues. There is," for 'instance, general support for the free enterprise system mod- ified by welfare state measures. In only one important area of American life has a national consensus not been reached— the Negro question. But the tide. is there for all to. see— and equal rights for the Negro will be achieved. within this generation. Diversity of .attitudes and customs can be an attractive trait, ‚espeCially when compar- ed with the drugging conform- ity that runs so strongly through American life. But di- versity will not ensure the sur- vival of a country. For that, there must be a sense of national purpose among all groups which overcomes their differences. Canada has failed to achieve this sense of national purpose. You can see it in the flag de- bate, not only in parliament, but in millions of living rooms and offices across- the country. The flag debate aroused just as much emotion among Cana- dians gathered privately. in their homes as it has in Parlia- ment. Little wonder, then, that Parliament has haggled over this for months, Parliament's decision to send the flag issue to a 15 -man com- mittee may open the way for a settlement, but the chances are 50-50 that before Christmas the House of Commons will, once More be gripped by unending debate. The tri -leaf flag will never be able to rid itself of the derogatory label of the "Pearson pennant." The members of the commit- tee have been promised a mini- mum of interference by their party leaders. Freed from the shrill debate of Mr. Diefen- baker, the committee might in- deed be able to reach a.consen- sus. If it fails, it will be be cause Canadians as a whole. have once again been unable to put aside their group inter- ests in favor of the 'national interest.
