229 acres of the Falls Reserve,
in..Colbor-ne Township near Ben -
miller, as a watershed scheme
has been approved by the Mait-
land Valley Conservation. Auth-
ority and awaits concurrence of
the minister of lands and for-
ests. The. provincial department.
would pay 50 per cent of the
cost.
The authority holds an 'op-
tion

tion• on the property and re-
newal date is March 22. The
Falls property is owned by Har-
ry T. 'Williams, of RR 4, Gode-
rich, and would cost $7,675 it
$33 an acre.
- With a mile of riverfront, the
property will likely be develop-
ed as a year-round multiple -use
area according to a report tab-
led at the annual meeting.
Uses would include camping,
picnicking, nature displays,
fishing and skiing.
The report suggests 50 acres
of agricultural land could be
rented to a farmer.
The report said a road Should
be located to provide access to
the river' to control traffic
through the rented section.
Winter activities such as
skiing could be handled as a
.concession'or .on a lease basis.
The land purchase would be
the largest made by the two-
year-old authority which com-
prises 29 municipalities.

Mr. Tebbutt, chairman of the.
farm pond and land use ad-
visory board, said the authority
has enough applications for
farm ponds for this year. He
said farm ponds have been con-
strutted in every 'municipality
in the authority.
Retiring reforestation chair-
man Dan Beuerman, of McKil-
lop, said the authority's forest
area -tad been enlarged by the
purchase of two properties. In
Turnberry Township 384 bores
tract was acquired, and 100
acres was purchased in Howick
Township.
Larry C. Scales, zone forester
for the department of lands
and forests, said this year 100,-
000 trees will be planted on the
Stapleton tract and 20,000 on
the Morley tract. The depart-
ment has already planted 188,-
000 trees on 466- acres of land
for the authority.

rich , Signal -Star described the•.
area and what it was hoped to
accomplish.

the price should not be a ma-
jor objection. The Falls will
cost $33 an acre compared with
a going rate of -$2,000.
"Open space is a,. resource,"
he explained. "People in cities
would agree with you but' farm-
ers do not."
It is a matter of opinion
which is the main reason for
proposing purchase-- of The
Falls.
There is an Indian archeologi-
cal site on the land which, ac-
cording . to Mr. Musclow, has
suffered from indiscriminate
digging. Once The . Falls is
held by the authority this asset
would be' protected.
Mr. Musclow said The. Falls
has "great recreation poten-
tial." But under terms of • the
authority's powers, land cannot
be purchased for the sole pur-
pose of recreation.
Recreation uses can only be
added to land already held for
conservation. "We're not 'in
the parks business," Mr. Mus -
clow said.

used for land use demonstra-
tions and examples of erosion
control.
Forty acres of The Falls is
now being farmed by Mr. Wile
liams. This may be leased back
byhe authority. '
'Phe Falls ,is divided into
three benches or slofies,,,most
of it stoney, scrub land, cover-
ed with hawthorns. -
The authority, as presently
constituted," is two years old, In
1952 a smaller authority was
formed between Wingham and
Milverton. Now the whole riv-
er watershed, 984 square miles,
is taken in:
Membership by 29 munici-
palities is compulsory. Last
year Goderich paid $916 in
.fees. The authority levies ,50
per cent from the province,
the rest from the members, 25
per cent based onpopulation
and 25 per cent on assessment.
However, full, control of financ-
es and activities remains solely
with the members.
The • authority- maintains an
office -in ,Listowel and a work-
shop in Gorrie and has only
one fulltime employee, John
Hazlitt, authority superintend-
ent.
Mr. Musclow, Mr. Hazlitt's su-
pervisor, is an employee of the
Department "of Lands and For-
ests. T e executive meets once
a montfi.
Its Purpose
The authority lists as its pur-
poses:
• promoting proper land use
practices.
• encouraging small reser-
voir construction.
• "reforestation for the pro-
duction of timber, erosion pre-
vention, and run=off control.
• preservation and care of
existingwoodlots.

• the prevention . of floods.
• the increase of ground wa-
ter for wells.
• the increase of summer
stream flow.
• the preservation and in-
crease of wildlife.
• the preservation of swamps
as natural reservoirs.
• establishing recreation ar-
eas for conservation education
and demonstration purposes.
In other words, conservatinn.
The authorityhas an impres-
sive list of accomplishments 'tin-
der these headings..
Between Mr. Hailitt, now in
Pokagon, Indiana; for a Great
Lakes Parks Training Institute
course, and Mr. Musclow, the
authority has expert advice on
land use for farmers and mem-
ber municipalities.

Last year, the authority cont%
pleted three, surveys of the wa-
terthed on forestry, Iands use,
and streams. Thirty people,
based at Clinton, were at work
on the surveys last summer.
Mr, Muselow is at present
working out fill regulations.
When approved by the provin-
cial government he •will • have
the power to enforce them.
The Maitland, Mr. ' Musclow
said, "is one of the cleanest
rivers in the province, and it's
getting cleaner all the --time”
He admits that at the moment
th authority is somewhat up
i the air. The provincial
throne speech announced all
conservation authorities will be
transferred from The Depart-
ment of Lands 'and Forests :to,
a new departments Energy and
Resource Managein'ent.
The Ontario Water Resourc-
es Commission will also be mov-
ing into this new department,
meaning there could be closer
liaison between the two bodies
in the future.
