.Consolidation
To meet The challenges of
economic guidance, -taxation re-
form and priority investment,
the Ontario Government will
undertake a consolidation of its
finance and economics,. reven-
ite and expenditure policies. This
will ensure that the full terve
of the government's fiscal pow-
er is directed toward growth
and stability in the provincial
economy.
The consolidation involves
the restructuring •'of Treasury
Department into two cbmpon-
ents - Finance and Economics
on one hand, Provincial Reven-
ue onthe other. Both will be
associated with Treasury Board
and come under the direction
of Hon. C. S. MacNaughten,
Treasurer of Ontario and Huron
MPP.
The move, besides providing
for a co-ordinated, researched
approach to Este' matters, will
also permit a realignrrient •of
the present qtreasury functions
into components specializing in
policy development, iniplemen-
tat in and administration, as
reco •• 1 ended the Ontario
Com ttee on Taxation.
The
effect
organization will take
ecemher 145.
ChiefEconomist H. L Mac-
donald, Who has been serving
under the Department of Eco-
nomics arid Development, will
become Deputy Provincial Trea-
surer (Finance and Economics).
The Chief Economist's staff,
most of whomwill move to the
Treasury with him, will bkres-
ponsible for recommending
broad patterns of government
activity to promote growth, sta-
bility and regional development
across the livince.
This will permit the Provin-
cial Revenue side to concentrate
on the equitable and efficient
administrationof taxation
statutes:' The deputy minister
will be H. Harold Walker„ --whose
title will be Deputy Provincial
Treasurer (Revenue).
Closely linked to both areas
will be the Treasury Board, the
finance committee of cabinet,
which supervises the full range
of ad,Vertinient expenditures. It
effects the spending priorities
which reflect government policy.
This reorganization unites un-
der Mr. MacNaughton the three
senior civil servants who form
the,Committee of Economic and

Fiscal Advisers to the Govern-
ment. They are Mr. Macdonald,
as chairman; Mr. C. E. Bran-
nan, secretary of Treasury
Board; and Mr. Walker.
One common administrative
divisiOn will provide the $11P -
Porting services for all tin*
treasury areas. They will also
be •served by a single legal
branch.
The changes represent action
on the recommendations made
by the Ontario Committee- on
Taxation in its report publish-
ed this sumrder.
The new treasnry grouping
will develop provincial policies
•on taxation and expenditure
which, the Cenunittee feels,
"should ,be consciously direct-
ed towards the *active of
moderating cyclical fluctuations
within the Qiitario econoMY".
The creation of a seperate
revenue department was Urggtd
by the cpmmittee to. "facilitate
the consolidation of assessment,
collection and appeal proce-
dures for nil major revenue
statutes".
The regrouping acknowledges
that the government's evolving
fiscal role requires the services
of a highly expert study and
research group. Besides .con-
trolling the impact of govern-
ment taxation and spending on
the economy; the treasury area
must be vitally concerned with
policy alternatives, spending
priorities, federal -provincial fin-
ancial affairs and now the maj-
or taxation reforms proposed
for the federal, proVincial and
municipal levels- of government.
