Kinkead. As it stated, 'the report was prepared "in order to acquaint the ° members with recent devel- opments and to supply infor- ntation which would permit a study qf the future planning. There 'has been general co-op- eration in the preparation of this report," he commented. It is hoped that these may be submitted to this , Couneil._.at. a later date. - "I would like every, member pf County Councilo take this report• home and. sttdy it," Wil- mer Hardy, Colborne, chairman of the joint Public School Con- sultative Committee and the Secondary School Consultative Committee, declared:. "Plans should be looked into thoroughly before anything drastic is clone with regard to new accommodations," he said. "We, as County , Councillors, should enquire into the activi- ties of our school boards. A sheet history of municipal government in the Township of Grey and the -record of years of service of .those + people who headed the councils during the century. By Clifford R. Dunbar At the outset we could con- sider how we got our name. We appear to be named for Charles - the Second Earl of Grey who later became Prime ;Minister' of Great Britain. He was an .active' political reformer throughout his life: Municipal, Government or loc- al Government it is often cal- led was firsiri thrust upon the people by the legislature of Upper Canada, due to the lack of communications facilities at that time, local authority was necessary. The responsibilities of local councils were many: to quote a few; organizing the building of roads and bridges, the former mostly by statute labour, organ- izing drainage systems, "setting up school sections, public' health, licensing and control of taverns, public welfare, justice and many others. One project which•I think has historical value which. shows that the councils...of those ear- lier years could move quickly, a motion was passed on a split_ vote on September 3rd, 1892, to award the contract to J. W. Fogel to construct a township hall -an one-fifth acre of FREE land west of Ethel for' the sum of $850.00. On November 15th following, the first council meeting . was 'held in the hall. This building exists today -An in good condition, but has hadand addition constructed on north end in 1955 and isnow a com- munity centre. Previous to, the construction of the township hall, nomina- tion meetings and gouncil meet- ings appear to have been' held in Motels in Cranbrook with an occasional meeting being held in the hotel at Ethel. Mater In the year 1910 a local op; tion by-law was passed prohibi- ting th'e sale of spirituous li- quors with the . resulting affect of closing most of the hotels in the 'township. There was a vote on this by-law, 510 for, '202; against. - The rise and fall of our pop- ulation , in Grey Township is significant. In the year 1962 our population was about 2,500, in 1872 about 4;000, at present about 1,850 residents. As at the present, the Reeves 'and Deputy Reeves attend Coun- ty Council. A difficult task con- sidering the problem of trans- portation in the early years. There have been three Wardens of the County from Grey Town- ship, namely: Thomas Strachan, 1896;- Robert , W. Livingston, 1916; and Alex Alexander, .1945. For the protection of the n- digent aged citizens 'a House of Refuge was constructed and op- erated by the County in the year 1895. Grey Township was represented' by Thomas Stra- chan, Reeve, and Archibald His- lop, Deputy Reeve. This build- ing was torn down about 1962 as it was found to be unsafe, an addition haying been construct- ed about 1954, another complet- ed in 1962 and still another ad- dition almost completed. Total aecommodation at present is about 300 residents. Reeves of Grey Township during those years were Clifford E. Rowland, George W. •Hutchinson and pre- sent Reeve Clifford. R. Dunbar.
