The prospect of increased competition, aridthe opportu- nity pportunity 'to develop new "fields of ,business; has gingered up bank- ing to the point where the banks are almost making it seem they really want to lend out all that money they've been hoarding in their vaults. ' This, in fact, is exactly what the ,banks do wish to do. They- 've mounted( one ‘of the biggest loan campaigns of their history, looking to 1968 rVhen in all likelihood ---the- ceiling_ en....hank interests rates will' be removed entirely. - The „new Bank • Aet, fathered by - former finance • minister Walter Gordon but brought to life by Mitchell Sharp, took two years to find its way through the various stages of Parliamentary passage. And de- spite rough sailing much of the way, the act emerged al- most intact. ' The one main change result- ed from •a recommendation of, the Porter Royal Commission on banking and finance. The new act contains a clause lim- iting ownership in new banks by one group ,to 10 per cent., although -the ; new Westbank will have 10 years to meet this provision. For the balance of this year, a new interest ceiling of seven and one-quarter per 'cent. re- places the old six per cent. It must be remembered,. -however, that even under the six, per cent. rate, total interest actual- ly worked out to about 12 per cent. 'for most borrowers. As .of Jan. 1 next, the inter- est rate will, for all practical purposes, disappear because the average rate on short-term government bonds is now run- ning below five per cent. Just as loan interest rates will fluctuate, sp too are there changes' in rates of interest paid on savings loans. The Bank of Montreal and the Ca- nadian Imperial .Sank of Com- merce were the first to offer four per cent. on nen-checking accounts, compared to the tra-. ditiotrai three 'per cent. bank savings rate. - The mammoth Bank Act, -which contains more than 160 clauses, is seen as providing a basic economic framework for the growth of the country .dur- ing the next 10 years. The Act is scheduled to be revised ev- ery 10 years but the current review was delayed by the 1963 and 1965 elections. One of the most important new' elauses permits the banks to make National Housing act and conventional mortgage' loans up to 75. per cent, of property value. The slow rate of home construc- tion is today -regarded as one of Canada's main social and economical problems. ' But so as to prevent the pos- sibility of any banks Obtaining a stranglehold on the country's economy, the. new Act restricts a bank's holdings in any other company to 10 per cent. of the voting shares. The Act also ensures that there will be free competition between the nationally charter- ed banks and the "near -banks” (particularly trust companies) by barring any director of a trust or loan company which ac- cepts deposits from the public, from being appointed a direc- tor, of a 'bank:. - One of the- most •eontrover, sial clauses of the Act was the one regarding foreign owner- ship of Canadian banks. While Finance Minister Sharp is known 'to favor maximum com- petition among Canadian, banks, this does not apparently extend to encouraging American barks to compete in this country' - Total ownership by non-resi- dents will be limited -to 25 pen cent. However, the Mercantile Bank (bought from Dutch in- terests by New )(York, bankers) will be exempt from the clause for five' years.
