We have .examined the balance sheets of the Munici- pality of the Town of Seafoeth and its affiliated bodies as at December 31, 1965 and, the related statements of revenue and expenditure for the year then ended. Our examination included a general review of the accounting procedures and such tests of accounting records and other supporting evidence as we considered necessary in the circumstances. We report as follows: (a) Except as noted in (b) 2 below, we have obtained -all the explanations and information we have required. (b) All the financial transactions which have come under our notice have been within the power of the Munici- pality and its boards except. for the following: 1.. During the course of our audit we discovered that the temporary bank borrowing of the .municipality amounting to $205,000 was $28,000 in excess of the amount authorized by by-law. This temporary 'bar - rowing also exceeded -the maximum borrowieg allow- ed under Section 329 of the Municipal Act of On- tario (70% of unearned income) by approximately $15,000. This excess borrowing occurred because of a loan repayment which was made and subsequently rebor- rowed to meet debenture id'stalment payments. As at December 31, 1965, temporary loans from a bank amounting to $60,000 were . in• excess of uncollected taxes be $42,592.37 and no prior approval of these loans bas been obtained from the Ontario Municipal Board, 2.
