'legislation 'educing Canadian -involve-
ment in our own government -end °2tihanc-
-ing that of the French. In "November 'of
1982 The -'Secretary 'of State, =Serge :loyal
Vas ,so bold that fie -made the -following
statement eto a 'francophone -group in
Nova Scotia: "We're among family, let's
talk -among ourselves; everything 'we
undertake and everything we are doing -to
make Canada a FRENCH STATE is part
of a venture I have shared for many
years 'with a number of people. The idea,
the challenge, of making Canada a
FRENCH COUNTRY both inside and out-
side , Quebec — -an idea that some people
consider a bit crazy — is something a Lit-
tle beyond the 'ordinary imagination". No
M.P. ever protested this speech in Parlia-
ment, a 'speech, which in any other coun-
try would have been considered treason.
Read over the above again and then let
cis look at the representation in various
departments of the Federal Government
and you -will see -that There is a definite
imbalance in favour of francophones.
°The Public Service Commission 'which
hires and promotes the Canadian Public
Service — Two -of -three Commissioners
and '60,% staff are francophone;
°The Secretary of State - Secretary of
State and 18% staff are francophones
eThe Offieal Language Commissioner Of-
ficer - 74% francophones;
"The Treasury Department - 83% are
Francophones;
*House of Commons staff - 6396 are
francophones;
•Supreme Court of Canada - 65% are
Francophones;
*The Office of the Governor General -
65% are francophones.
The cost of enforcing official bil-
ingualism by Official language Conunis-
.sion office is $10 million a year and ris-
ing to -about $11.5 million in an office
'which should be one =department with
•equalityof-status. The cost' -of offi'cialJiil-
ingualism .is admitted to be $1.5 million .a
:day and the rest is hidden. It is
estimated that 25% of Canadians are
:itmetionallyalliterate .and the government
,has promised $110 xnillion over five years
to address this .citation — $45 million a
month for bilingualism while allowing $22
million a year for ' illiteracy is rank
discimination. In Ontario alone there 40
to :50 -:ethnic .:groups who are not asking
for any special status, so why should one
segment, (less than 5%) ' be given
preferential treatment? In 1987.88 the cost
to operate Francophone Affairs depart-
ment was $2-3/4 million.
'The Ontario Language Service Act, Bill
8, 'creates rights :where there were none
before and gives special status to 4.6% of
the population of. Ontario. Some -40 Pro-
gressive Conservatives who were opposed
to:Bill C.72 were cajoled into line by Mr.
Mulroney and :in the end only 8 M.P.'s
had the courage to vote against the Bill.
More than . half of our MP's absented
themselves :for :the vote. Where was
-Huron's representative and where :will
both ;member's of Federal -and =Provincial

In 1977 the ddffieal -languages 'Cotnmis-
stoner Organized a -grotip to 'be called
"The Canadian Variants for ?reedit",
funded 'by the Federal .government. This
organization has been most militant in
demanding 'Frendh 'service, `Frendh im-
mersion, ' Prench schools and 'note 'a
French University 'fn,the Ottawa region.
The Provincial Government bas promised
$100 million to the Ottawa 'region, in 'addi-
tion to all the other -grants, of Which $34
million is to go for the creation of a
Frendh Community College, despite the
fact that are two bilingual colleges in the
area. .'Elinor Caplan announeed in
November of 19118 that "my ministry is
funding a new 'French -language communi-
ty health centre for Metro Toronto", and
was going 'to -supply the millions of
dollars in capital costs for construction
and then a 'fund tent year of 1.3 million.
dollars, when the centre is fully opera-
tional. When the University of Moncton,
N:B. was in the plannteg stage, English
and French New Brunswiekers were
solicited'for funds for what was 'supposed
to be a 'bilingual university. However,
once it was completed -English speaking
people •were excluded from what 'became
a totally -French university.
Surely you must realize that the French
invasion of Canada is accelerating. Our
Governments, Federally and Provincially,
operate as though we are a "French State
converted to the French language.
Canada's Parliament is opened first in
French, as were .the Winter Olympic
Games in Calgary and Expo '86 in Van-
couver. Our Queen; on her last visit, was
instructed to open Parliament in French
language first. 'Watch to see the official
greeting :by Lieutenant -Governor Lincoln
Alexander to Queen Mother Elizabeth on
her arrival in Toronto, July •6th. Will it
be Freneh first??? The Liberals, while in
power, .introducer) the concept of a
capital region to be know as "The
Ottawa -Hull Region". On page 15 of the
Readers' Digest of May 1989 Canada's
capital is now 'OTTAWA -HULL'. The
next _step, IF WE PITT UP NO OPPOSI-
TION,TO THIS, will be that our National
Capital becomes HULL.
English speaking Canadians who enroll
their children in French Immersion are
depriving them of their right to study
English -Canadian history, a history which
I consider a vital part of my heritage.
My hope for my grandchildren is that
they shnll be free to make their own
choices, and to succeed as their qualifica-
tions will allow, and not driven to
bankruptcy by the demands of today's
government to provide bilingualism.
