Changes ih Ontario's seat
bell legislation, coming into
effect November 1, are ex-
pected to increase the need
for infant restraint rentals'
and existing community loan-
er programs may be unable to
meet the demand, As of that
dale, all pre-schoolers roust
be secured in lap bells when
ridipg in the family car and
infants horn on or after that
date must ,.be secured in
approved, ,rear -facing re-
straints.'
The Ontario Safety League
has been promoting the use of
infant restraints since the
beginning of the year, acting
as the umbrella organization
for information and assist-
ance in setting up loaner
programs. These allow par-
ents to rent approved re-
straints at a substantial sav-
ings—usually a deposit plus
nominal service charge. In
most cases a baby would only
use the restraint for nine
months before' being trans-
ferred to the toddler size seat.
Such rental programs are
not new. In fact, seven were.
already established by the
Jaycettes with four more
communities set .to start up
when the League entered the
picture.
Under contract with the
Ministry of Transportation
and Communications, the
League agreed to establish a
further 12 infant restraint
loaner programs—one a
month—by the end of the
year. The Ministry provided
administrative funds to set up
the program butno govern-
ment funds were made avail-
able for the ....purchase of
restraints.
The program has been
even more successful than
either MTC or the League
dreamed possible. To' date,
forty-five loaner programs
arc being operated through-
out Ontario by service clubs
and volunteer groups.,A total
of 1.656 infant restraints have

Car neglect can be
expensive, especially
when it affects gas
mileage. The driver of
a car which normally
delivers 241 MPG could
be losing 820 per month
because he has become
lax about preventive
maintenance.
This figure is based.
on driving 1,000 miles
per month with gas
priced at 81.40 per gal-
lon. According to Car
Care Council, the big-
gest mechanical factor
affecting fuel economy
is engine condition. A
car needing a tune-up
may be wasting about
11 percent of its fuel.

The new legislation is ex-
pected to increase the ,de-
mand for restraint rentals
from the already over-
whelmed community groups,
but while the League will
continue to act as a resource
centre for information and
purchasing, no government
funding of any nature will be
available in 1983.

How long has it been
since you had your car's
shock absorbers
checked? Probably too
long, according to Car
Care Council, a public
information agency
whose role is to make
motorists more aware
of the benefits of pro-
per car maintenance.
The Council surveyed
1,231 automotive repair
shops, asking what
services and, compo-
nents were considered
most neglected by car
owners. The mechanics
listed shock absorbers
as the third most over-
looked components,
led only by transmis-
sion services and bat•
tery cable maintenance.
The report from the
service trade parallels

released by Motor and
Equipment Mann•
lecturers Association,
who researched 10,000
car owning households.
Among those driving
original -owner cars,
57.7 percent had. never
had shock absorbers
replaced. Half of the
cars in question were
five years old before
getting new shocks.
(Average age of original
owner care was 3.86
years.)
According to Car
Care Council, the
typical replacement
cycle for shock absor-
bers is two to three
years.
How does one know if
his car needs new shock
absorbers? The Council
says the first indication
is the feel of the vehicle,
the way it handles. If
the car seems to nose-
dive when stopping
quickly and bounce
when driving. that's one

ATHE
AHEAD!!
HERE'S A SHINING EXAMPLE of a shock absorber that's gone out of
business. The hydraulic fluid, essential to the operation of a shock absorber,
has leaked out. Because this fluid cannot be replaced, a new unit must be
installed, Avoid replacing shock absorbers singly, says Car Care Council, as
this can have an adverse affect on the car's handling characteristics. They
should be replaced in pairs or, if needed, in sets of tour.
sign..... ---Another is de-
scribed aa4loat or drift
through turns, because
wheels are not main-
taining proper contact
with the road. Simi-
larly, if the wheels hop
during sudden stops,
shocks are probably
worn excessively. Body
roll in turns is another
indication of lost ride
and handling control.
Another test is to
bounce the car up and
down. If it rocks more
than Is uC when you
release 11. NON may need
new shock-.
For a visual exam•
ination of the shock
absorbers, have the car
put on a lift. Check
the tubular pari of the
shock absorber for
siens of oil. You cannot
replace shock absorber
fluid; it's sealed in, so
leakage means wear.
Replacement shock
absorbers should be of
heavier duty type than
those that come on most
new cars in order to
restore new -car feel.
The additional firm-
ness provided by the
heavier shock absorber
can help compensate
for more "limber"
suspension as a car
-grows older.
However, new shocks
cannot correct e11-
cessively worn compo•
nents. A car in that eon•
dition should hese nee,
essary parts replaced
and wheels aligned for
satisfactory steering
and handling, says (.ar
Care Council.

The Ontario Safety League
offers these tips to help keep

Provide adequate clear-

heater and drapes, magazine
racks or any thing flammable.
It's safer to avoid using
extension cords. but if one is
needed temporarily. use a
heavy-duty cord that you're
sure will carry the electrical

used.
Purchase electric heaters
