The Lucknow Sentinel, 2015-03-25, Page 3BWDSB budget consultation Mary Golem QMI Agency Concerns about cuts to spe- cial education funding are expected to surface when the Bluewater District School Board holds a public consul- tation session as part of its annual budget planning pro- cess. Information from the session, to be held at the Edu- cation Centre in Chesley on Tuesday, March 31, starting at 6 p.m., will be considered by the board when developing next year's budget. Last month, the board learned the Ministry of Edu- cation has introduced a four- year transition plan for the high needs amount of spe- cial education funding. That funding is used to provide educational assistant sup- port for students who have intensive needs based on safety concerns, supervision, medical and physical needs. Designed to address the variation in funding among school boards across the province - variations in terms of student needs and the board's ability to meet those needs - the Ministry's goal in revising the high needs amount "was to make it more fair and equitable across all school boards," superintendent of education Alana Murray explained. The redistribution of funds - "it's the same money in the pot, it's just being divided dif- ferently," Murray said - will result in some boards in the province getting more money. But in Bluewater's case, one of the 28 boards in the province that will see a decrease in high needs funding for the next four years, "the hit is huge:' "We are projecting a decrease of approximately $2 million in special education revenue for 2015-16;' Murray told trustees, saying "to main- tain a similar level of high needs educational support it would require an additional $2 million be budgeted for special education, in addition to the special education grant revenue we receive to support special education programs and services:' Murray told trustees "it will be extremely challeng- ing" to sustain the current level of educational assistant support for students "with the intensive special educa- tion needs and the degree of regular class integration we currently provide." And it's not just for the 2015-16 school year, Murray added. The reallocation of high needs funding will con- tinue through to 2017-18. "This will likely result in fur- ther reductions of special education revenue for Blue - water over the next few years," Murray noted. Meaford area trustee Linda Hammill, a retired guidance and special education teacher, said such cuts "really bother me ... these are students who really need help. The positive impact support staff can have with such a student cannot really be measured, but it is huge," Hammitt said, adding as a board "we should root take this sitting down!' Parents, students, staff and community members who have concerns about this, or any other aspect of educa- tion funding in the Bluewa- ter District School Board, are invited to take part in the budget consultation process and may do so by submitting their questions in advance of the March 31 meeting by e -mailing them to commu- nications@bwdsb.on.ca. There will also be an oppor- tunity for members of the public to present as a delega- tion at the meeting.
