County landfill sites have
cAmtaacted this practice, and other
problems, by imposing bppmg fees
on garbage not from their district
Tipping fees are charged to the
contractor, who in turn pays out of
pocket, or charges it to customers.
Mr. Nobel wandered about the
legality of McLellan dumping at
Hibbat site because "the license to
dispose of garbage isn't transfer-
rable." Council told him McLellan
has a license to dip o any
landfill site in Ontario. Council
produced a document from the
Ministry of the Environment that
shows McLellan has a certificate of
approval to operate a waste
management sync= anywhere in
Ontario.
Reeve Ivan Norris told Mr. Nobel
that McLellan had the contract and
would be allowed to dump at the
Hibbert site. He also reminded Mr.
Nobel that he tendered for Hibbert
but, "Your tender must've been too
low. Besides, we don't have the
population 10 support two contrac-
tort."

One councillor told Mr. Nobel the
Hibbat Landfill site isn't open
woe}ly, anyway.
Mr. Nobel said he knew "the site
