PUC TOUR
Recently the PUC had a tour of
Seaforth to see the condition of its
works and gain information for
improvements. Mr. Phillips reported
that lights were recommended in
areas with more pedestrians and
Town council has approved some
new lights. Trees will be trimmed
in critical areas first and the project
may continue into next year.
PCB TESTIN(=
PCB's are an ongoing concern
and new legislator, stipulates that
hydro facilities must be checked for
a PCB count of no more than 50
parts per million. By 1993 Seaforth
PUC will have to hire technicians
to take test samples for a
laboratory. The cost of the service
will have to be calculated into the
PUC budget.
HYDRANTS
It's nearly time for the PUC to
blow off its fire hydrants and this
year the work will be done "in the
wee hours of the night" reported
Mr. Phillips. It was decided to do
the work at night as very few
people will be using the water.
Notification of the nights of work
will be put in the newspaper.

medical field, Dr. Kresan says,
that professional interest spills
over into all aspects of her life.
"I'm very interested in preven-
tative health care, that's why 1
do these things (clinics etc.). I'm
interested in people and in
health, and in helping educate
people on how to stay healthier,"
she says.
That interest in health also
accounts for Dr. Kresan's
interest in environmental issues,
especially recycling.

Dr. Kresan has also helped
organize community projects for
people with special needs, has
been involved in a lot of com-
munity activities, gets great
satisfaction out of waking with
the Brownies, and hopes to soon
be starting in the IODE
(Imperial Order of Daughters of
the Empire).
"I always wanted to be a
Brownie, and wasn't," says Dr.
Kresan.
"And I like trying to be a role
model for young girls. It's only
been in the last few years that
we've seen women playing
bigger roles. 1 like to get out in
the community and show young
girls that there are more options
in their futures than ever
before."
Dr. Kresan is married to Dr.
Tilbe, who works in Goderich in
Internal Medicine and
Gastroentrology.
Personal interests include;
sailing, curling, needlework and
lobbying for better building
standards for homes.

one night, wake up the next day
and say, I think I'm going to paint.
Most start planning three weeks in
advance, and if they consulted with
us then, there'd be no problem,"

Michelle Huard.
Not everyone on council,
however, was in favor of backing
LACAC on this issue.
Councillor Marjorie Claus said
this was not time to be upsetting
anybody in the business community.
"I don't think it's economically
feasible at this time to swing too
heavily at our businesses," she said.
"The word restoration in the
Heritage Act can be interpreted 10
different ways, some people think
painting is maintenance. I think
more PR should be done. A small
technicality on alterations can
become a large technicality in this
case."
Mayor Hildebrand, although ab-
sent from this portion of the
meeting because of a conflict of
interest, has expressed concerns
about LACAC's interpretation of
the Heritage Act, and sought legal
advice on the issue.
According to a report prepared for
her by Ralph Smith, Barrister and
Solicitor, a thorough review of the
entire matter is needed.
"LACAC Report No. 79 and the
suggested letter are most
distrubing," wrote Mr. Smith.
He noted the report states concern
about exterior painting, but in his
review of the governing legislation,
said he found no mention of "si-
gnage and exterior painting".
"Does the phrase "alter the exter-
nal portions thereof' in this specific

coat of paint of the same color
within the meaning "to change in
any manner and includes to restore,
renovate, repair or disturb"? What
about paint touch ups? Is painting
even included?" he asked.
Mr. Smith said a strong case may
be advocated that the legislation
does not address the matter of
painting at all, and that the Heritage
Conservation District Plan only
addresses the matter of "color" in
an oblique, indirect and vague
manner.
"The philosphy of this type of
heritage planning must be ques-
tionned. If LACAC and Municipal
Office Staff are concerned that their
consultation and advice are being
overlooked and that their objectives
are to encourage and provide exper-
tise on heritage conservation is-
sues", then a challenge may be
made as to whether any "expertise"
exists, and if so, why do so fe wish
to follow this guidance." he said.
"Perhaps the responsibilities and
perspective have been distorted.it is
also worth noting that the legis-
lation provides an application when
required is to Council. Council is
the body which considers the ap-
plication. No specific mention is
made of LACAC. An examination
of the legislative framework is in
order."
