Right around the clock, every day
of the year, the services provided
by local government are working
for you.
There's the water that provides
you with a hot shower, the electric
power for your toaster, the school
bus that picks up the youngsters,
the school itself, the roads and
sidewalks you take to work or to
the market, the library, park or
arena you visit on your way home.
The police and fire protection

the waste management system, the

the funds and the people connected
with local government.
Because local government touches
each of us in so many ways, it is
important we undertand what it is
all about.
In Ontario, municipal councillors,
school trustees and some public
utilities commissioners are elected
for simultaneous three-year terms.
All municipal councils are
elected, although the size of council
and the method of election differ
depending on the type of
municipality. But for the most part
a town's members of council are
well known to the public.
There are also a number of
interesting career opportunities in
local government. What makes
them particularly attractive is the
fact they not only offer the usual
rewards of most jobs but they also
provide an opportunity to work for
the good of the community.
During this, Local Government
Week, The Huron Expositor is
going to take a look at some of
those government jobs within the
Town of Seaforth.
ADMINISTRATOR
CLERK -TREASURER
Perhaps one of the most well
known government positions in
town belongs to Administrator,
Clerk -Treasurer Jim Crocker. Al-
though the job holds a host of
responsibilities, it can be
categorized as the "chief" position
in town, since it is essentially the
Administrator's responsibility to

One of the prunary purposes of
the Administrator is to lead, direct
and coordinate the department
heads of the corporation in
developing, implementing and ad-
ministrating the objectives, policies
and programs, as established and
approved by council, in accordance
with all applicable by-laws and
regulations. The Administrator must
coordinate the development and
implementation of short and long
range operating plans and strategies
for the town, and direct the
preparation and compilation of
annual budget estimates of
operating and capital revenues and
expenditures.
In addition to that the Ad-
ministrator, Clerk -Treasurer must
also act as corporate secretary to
the municipality ensuring the ac-
curate recording, preparation and
distribution of the minutes of coun-
cil meetings. He must also amend
and enforce town by-laws and act
as local registrar for the registration
of births and deaths, and the is-
suance of a variety of licences.
The administrator also directs the
development and implementation of
long and short term goals and ob-
jectives for the treasury department;
ensures accurate recording of
monies received and disbursed, and
of assets and liabilities and all other
accounting and financial transac-
tions of the town, in accordance
with accounting principals generally
accepted for Ontario municipalities.
He must also perform all duties
associated with the tax collection
function ensuring the Municipality
receives all reality and business tax
owing it; and must process and
administer building/development
applications for the municipality.
DEPUTY CLERK -TREASURER
Second to the Administrator,
Clerk -Treasurer is the Deputy
Clerk -Treasurer, and in Seaforth's
case, Michelle Huard.
As Deputy Clerk -Treasurer Miss
Huard acts as the assistant corporate
secretary to the Municipality en-
suring the accurate recording,
preparation and distribution of the
minutes of council meetings. She
also amends or assists in amending
and enforcing town by-laws.
The Deputy Clerk -Treasurer as-
sumes responsibility as well for the
development and implementation of
long and short term goals and ob-
jectives for the treasury department,
ensuring all requirements of the
function as defined in the Municipal
Act, are met. She also assists in
performing all duties associated
with the tax collection function.
Although like the position of
Administrator, Clerk -Treasurer, this
position holds a myriad of respon-
sibilities, most notable are:
preparation of agendas and
provision of background infor-
mation and all related correspon-
dence to council pnor to meetings;
attendance at all council meetings
and the making of accurate records
of the minutes of the procedures
and the resulting decisions; com-
munication of council's decisions to
all applicants, petitioners and to
persons, agencies and other
interested parties; preparation of all
required by-laws for submission to
council for approval; working with
the auditor to ensure all necessary
information and documents are
available in order that interim and
year end audits can be completed;
and monitoring the budgets ap-
proved by Town Council.
PUBLIC WORKS
SUPERINTENDENT
The Town of Seaforth boasts an
active Public Works department,
and behind that department is
Public Works Superintendent John
Forrest.
As Superintendent it is Mr. For -
rest's responsibility to plan,
promote, develop, direct and ad-
minister a comprehensive program
of construction and maintenance of
public streets, drainage, and other
road works, within the guidelines of
council policy, and taking into
account recommendations from staff
and ratepayers.
It is also Mr. Forrest's respon-
sibility to supervise public works
and maintenance programs and
projects (such as snow removal and
street cleaning) and to provide
leadership and direction to super-
visory and supporting staff in the
implementation of the roads main-
tenance function. He hires, trains,
schedules and evaluates staff in
accordance with established policies
and procedures.
The Superintendent of Public
Works also participates in the
preparation of annual capital and
operating budgets for road
functions, participates in the presen-
tation of the budget to council for
approval, and manages road main-
tenance operations within approved
budgets. He also manages inventory
of equipment, supplies, vehicles
required for road construction and
maintenance programs, and ensures
all equipment is maintained and
repaired promptly to eliminate
breakdown and safety hazards.
Another function of the Public
Works Superintendent is to assist in
preparing and recommending ap-
proval for and administering all
contracts relating to road main-
tenance and rehabilitation, and
supervision of outside contractors
and tradespeople on special
construction and repair projects.

DIRECTOR OF
RECREATION AND PARKS
The Town of Seaforth is fortunate
that it also has a Director of
Recreation and Parks. In this
capacity Marty Bedard is respon-
sible for initiating, planning,
developing, and managing the
provision of leisure and recreation
programs and services to meet the
needs of the community. He must
also market these programs to die
community.
Some of the Recreation Director's
more major tasks include:
preparation of the operational
budgets for the Recreation and
Parks Department for such areas as
programs, staffing, advertising,
grants, and special events, and
ensuring the accurate administration
and monitoring of related expen-
ditures; working directly with minor
sports leagues and the Lions' Park
and Pool committee and coor-
dinating scheduling and main-
tenance of all baseball diamonds in
the municipality; hiring and super-
vising a number of contract and
summer program staff, as well as
various part-time employees re-
quired to assist in recreational
program activities; and formulation
and administration of a Recreation
Department budget of ap-
proximately $111,000; and ensuring
the safe and effective operation of
all materials and equipment related
to the provision of recreational
programs and services.
WORKING POLICE CHIEF
The Town of Seaforth is also
serviced by a police force of three
constables, one special constable
and up to four auxiliary constables.
Head of that police force, and en-
suring that the operations of the
municipal police force are managed
to serve and protect the public and
to enforce provincial and federal
legislation within the municipality,
is Chief Halbe Claus.
Among other things, Chief Claus
is responsible for the direction of
policing operations in the
municipality, including ad-
ministration, leadership and dis-
cipline of the force according to
council policy and The Police Act.
He must also arrange shift shift
schedules and make duty as-
signments; provide leadership to the
force to ensure excellent morale and
discipline; and develop and issue
operating instructions when neces-
sary to deal with legislation and
policy changes.
Other responsibilities of the police
chief include: recruiting and
training of police officers (full time
and auxiliary); ensuring that alleged
violations are within the police
force's jurisdiction to investigate
and enforce; supervising the
preparation of cases for laying
charges and proceeding to court
action; supervising the apprehension
and detention of suspects; reporting
activities to council regarding the
plans and priorities for policing, the
management of the force and
