The annual statement of the actual amount each councillor received was released at the February 13 session of Perth County council. It shows last year's warden, Oliver McIntosh of Foliation Township only made a little more than $200 than the previous year's warden, Glynn Coghlin of Elma Township. The 1985 warden took home $16,474. He started with a base pay of $2,150 which covers the monthly meetings. Added on top of that was $5,671 for conventions and the rest is made up of committee pay. The previous year. then Warden Coghlin took home $16,209. Wallace Township Reeve Hans Feldmann declared a conflict of interest at the February 13 session of county council when the Perth County Federation of Agriculture came to make a pitch for a 86,000 county grant. "I'ma memberof the federation and I feel I have a conflict of interest," declared Reeve Feldmann prior to the group's presentation. He stayed in the council chambers during the presentation, but did not ask federation members any questions. Downie Township Reeve Calvin Innes took up the conflict of interest question after the federation members gave their presentation. A federation member himself, Reeve Innes wanted to know how many other county councillors were federation members. Esght hands. including Warden Ron Denham's went up. Also, Fullerton Reeve Bert Vorstenbosch, absent from the meeting because of a death in the family, is a federation member. That makes nine of 14 county councillors members. But only Reeve Feldmann de- clared the conflict 1 must confess Reeve Feldmann did throw me a bit by declaring a conflict of interest." commented Warden Denham. "I hadn't given it a thought." Milverton Reeve Len McDonnell, not a federation member, said where a majority of council has to declare a conflict of interest, ah application for dispensation can be made to the provincial government. Reeve Feldmann said in cases of conflict of interest, two council members constitute a quorum. Logan Township Reeve Ted Iliman said his council had a similar concern when a township grant was requested and four of the five council members were part of the organization. "We felt we had no conflict," said the first term reeve. Elma Township Reeve John Vander Eyk suggested to get around the conflict, council give a grant to all farm organizations such as the federation, the National Farmers' Union and Christian Farmers. He said the grant could be divided up based on the number of members. Clerk -treasurer Jim Bell was asked to look into the conflict of interest question. Speaking on behalf of Municipal Affairs Minister Bernard Grandmaitre, Mr. Riddell said the grant will be used to prepare an update of the secondary plan for the village. Community planning grants are designed to encourage municipalities to resolve land use planning issues to reflect municipal and economic priorities. The grants may also be used for special studies to develop community improvement policies; to determine the feasibility of using data processing technology in the local planning process; and to assist in implement- ing the Planning Act. 38.
