Seaforth Town Council has asked its
Economic Development Committee to •
prepare a report identifying the roost
suitable use of the West 'Branch Subdivi-
sion•proPerty.
The subdivision, located in the southwest
end of town, was purchased in December
for an ,amount. equal to outstanding taxes.,
Council felt .the economic development
committee was best suited to identify and
evaluate development alternatives for the
property. Opinions will also be sought
from the Seaforth Planning Advisory Com-
mittee and the Huron County. Planning
Department.
ACCESS RESTRICTED
Access to the landfill site by garbage col-
lectors has been restricted to the hours
when the supervisor is on duty. Gate ac-
cess to the landfill has been controlled by
installation of a new lock and issuance of
only Iwo keys, to town personnel.
The decision was made to comply with
Ministry of the• Environment regulations,
and to insure the operation procedures of
the landfill do not become a,nuisance to ad-
jacent landowners.•
ATTEND PROGRAM
Authorization has been given to register
a town employee in a Grader Operator
upgrading program, sponsored by the On-
tario Good Roads Association from May 25
to 28 •at Sheridan• College.
Paul Hulley, who has been operating the
town grader for the past year, will attend
the program which covers topics such as
class. and shop theory (proper
maintenance and trouble' shooting) and •,
field practice (straight blading, crowning
roadways and'establishing elevations).
The approximate cost of the course, in-.
eluding accomodation, meals and travel
expenses is $800.
PITCH IN
The Town of Seaforth will participate in
Pitch -In Week '87 in conjunction with the
annual spring clean up week by the Public
Works Department. Pitch -In Week has
been designated as May 4 to 10.
MONIES REQUESTED
The Transportation and Environment
Committee of council has made two ap-
plications to the Ministry of Transporta-
tion and Communications for monies from
two of its programs.
The Ontario Municipal Improvement
Fund (OMIF) is an allocation of money set
aside by the provincial government for
connecting link projects. Through it the
town of Seaforth hopes to receive $147,000
to complete cold planing and resurfacing
of Highway 8 from the easterly to westerly
town limits.
Because of the extensiveness of the 1987
road reconstructiopresurfacing program
the committee also applied for a sup-
plementary subsidy ($82,000 at 50 per cent
subsidy).
VACUUM CLEANER
Seaforth Town Council approved the
purchase of a Eureka Model C2740 vacuum
cleanerfrom Campbell's Home Centre at a
cost of $298.53.
The vacuum cleaner, yi11 replace the one
previously used') { t,e library. Box Fur-
niture quoted a price of $330:63 to provide a
similar commercial heavy duty 6.5 amp
Motor vacuum cleaner.
ENERGY AUDIT

$500, .but the actual expense to ,the town
will be $125 since -energy audits qualify for
a 75 per -cent grant -
The Seaforth and District Community
Centres has obtained a quote and will be
completing an energy audit as well.
APPLY TO PROGRAM
The Town. of Seaforth .will apply •to the.
Ministry of Housing on behalf of a property
owner in town, to participate in the Low-
tise Rehabilitation program. The town
treasurer will be responsible for the ad-
ministration of the program.
To qualify for .,the .program .buildings
must be less than five storeys and contain
two or more rental apartments. frheymust
also have been. built • before 1960.
A forgiveable loan up td two-thirds of the
cost of rehabilitating .the unit, to a max-
imum of $5,000, is available. There are do
repayments for the first:. five years of the
loan and then the loan is forgiven at a rate
of 10 per cent per year provided certain
conditions are met. -
The municipality is eligible for a $600 ad,
ministration fee plus $70 for each unit over.

TENDER AWARDED ,
The tender for thereconstruction of the
Town Hall Front Entrance Porch has been
awarded to Jim Holland, subject to ap-
proval by the; Ministry of,Citizenship and
Culture. •
Four tenders were received for the - ,
project.
Jim Holland, of Egmondville, submitted
the lowest tender price at $26,809 while
Smith Construction, of Seaforth submitted
the highest at $37;9.70.
Feeney Construction Ltd., of Dublin sib-
, mitted a tender: of $34,268 and J. and J.
Construction Ltd„ of Bayfield a tender of
$28,539.
With the receipt of • grants- and funds
from the Heritage Fund the actual cost of
the porch to the town will be approximate-
ly $3,000, •
APPROVAL NOTED
The Ministry of the Environment has ap-
proved Seaforth's• request for a Provi-
sional Certificate for the types of wastes
acceptable for disposal at the landfill site
to include food processing , and sewage
residue wastes. -

received a total of $2,530 in payment for
meetings attended during the month of
February.
Mayor Alf Ross was paid $625 for atten-
ding one meeting of council, 10 committee
meetings and one all -day conference..

INCREMENT APPROVED
Town council has approved in principle
an increase in the per. diem rate received
by Seaforth Public Utility Commissioners.
A by-law approving the increment of $20,

April meeting of council.

MARDI GRAS '
Seaforth Town Council passed a resolu-
tion approving LLBO privileges for the
-Seaforth Optimist Mardi Gras on May 30.
BY-LAWS PASSED
Seaforth Town Council passed a by-law
designating lands described as Part Lot 24,
Concession 1, formerly in the Township of
McKillop and now in Seaforth, as a site
plan control area. -
A second by-law was passed to amend
the redevelopment plan for Seaforth.
The provision of playground equipment
benches and tables for Victoria Park and
resodding of the park was deleted from the
plan, and road resurfacing for High Street,
Centre Street and Jarvis Street, added.
The improvements to Victo `i Park

Neighborhood Improvement Plan (ONIP)
subsidizing half the cost.
The road resurfacing will cost $13,500,
again with ONIP subsidizing half of the
