Epilepsy Ontario Huron Chapter HCBE takes step towards redistribution An ad hoc committee has approved a new formula for public school trustee redistribution in Huron County. The new formula, recommended by the Huron County Board of Education at a special meeting August 2, will see the boundaries of all but four of the present school board electoral districts, changed at the municipal elections in November. The redistribution will result in the addi- tion of two new trustees to the board, br- inging the total membership to 16. A committee consisting of the municipal clerks of Goderich, Exeter and the Township of Stephen - representing the three regions in the county with the largest representation of public school supporters - met in Clinton two weeks ago with Huron County Clerk -Administrator Bill Hanly and Bob Allen, HCBE director of education. The new electoral boundaries are the result of Bill 125, which received royal as- sent in June, providing for school trustees across the province to be distributed ac- cording to support population rather than on the basis of total property tax assess- ment - the practice in the past. The addition of two trustees to the HCBE is the result of a June board decision which came on the heels of an amendment to Bill 125 secured by an Ontario Public School Trustees' Association lobby group - per- mitting boards to increase or decrease their total board size by one or two trustees. The loss of two of its members in 1987, as a result of full funding for separate schools in Ontario, rankled the HCBE which lost no time in moving to bring its total up to 16 members again. Chairman John Jewitt says the HCBE has found the work load - especially on the committees - has been too heavy with only 14 members and thinks 16 trustees will mean a much fairer distribution of the load. The new electoral boundaries for Huron, expected to be approved by the County of Huron, the Ontario Municipal Board (OMB), and the ministry of education, will see the present school board divisions of Brussels and Grey Township, Stephen Township, Goderich and Colborne Townships, and Bayfield and Stanley Township remain unchanged. However, the present division of Seaforth and Hallett and McKillop Township, currently represented by Mr. Jewitt and Graeme Craig, will be reorganized as two divisions - Blyth and Hullett Township, and Seaforth and Local residents report Local residents were among the dozens of people across Huron and Perth counties who thought they'd had a close encounter early Sunday. But what was thought was a UFO blazing a spectacular light show across the northern sky, was only Soviet space trash. In St. Columban, Sherri Cronin was still in awe Sunday afternoon about an object she saw at 1 a.m. above a neighboring cor- nfield. It was a huge, elongated object with flashing colored lights and a fiery tail. "It was," said Ms. Cronin,"a flying saucer. It was humongous. I'm a believer. When it came toward us, I ran. I was scared." Her visiting cousin Ron Cronin, an in- spectorin the Detroit Police Department's narcotics bureau, was equally shaken. "Awe is the only thing I can think of. It was kind of hovering there. This thing was completely round, about the size of four 747s. It wasn't something I've ever seen before. It was some sort of a spaceship, no doubt about it. I'm a skeptic, but after last night (Saturday), I'm a believer." It was indeed a spaceship, but it was one made by earthlings. According to Lieute- nant Jean Morissette of the department of national defence in Ottawa, it was a Rus- sian rocket body used to launch a satellite August 18. The rocket casing was tracked by McKillop Township, At present John Elliott represents Blyth as well as the Townships,of Morris and East Wawanosh. Under the new system, East "and West Wawanosh and Ashfield Townships will form one division, while Morris and Turnberry Townships will be grouped together. Also under the new system, the Town of Goderich will be able to elect two public school trustees, while Wingham, Clinton and Exeter will each elect one, and the county's fifth town, Seaforth, shares its trustee with McKillop Township. The distribution of trustees and of electoral boundaries has been worked out in a com- plicated formula which delivers an "elec- toral quotient" factor - where a factor of 1.00 guarantees the apportionment of one trustee "as nearly as practicable". Hence, Goderich, with an electoral quotient of 2.09, will get two trustees. One aspect of the redistribution system is the possibility that some of the present trustees could, if they decided to stand for re-election in November - be forced to run against each other because of their home addresses and the changed boundaries. An appeal procedure is in p': ce for any objections which may arise under the new system, but appeals must be in by August 25, in order to be considered by the OMB. It had a large tail section. My husband kept saying 'What is it? What is it? It was scary at first. I don't believe in UFOs, but after last night I wonder." E leter OPP Constable Jim Rogers feared he was watching an aircraft about to crash but soon realized it was too big. "It was to the north at about a 45 -degree angle. It had flame to the rear. I saw lights off of it a bit. It just seemed to disappear. John Landstreet, an astronomy pro- fessor at the University of Western On- tario, said Sunday the Soviet rocket casing would have become visible at a height of about 100 kilometres as it started to burn and could have been seen simultaneously over a distance of 300 kilometres by witnesses on the ground. "It would have put on a falr old show," he said. The lights surrounding it or off to one side, would have been bits and pieces burning up as the rocket broke apart on re- entry. Professor Landstreet further noted the rocket would have been a zooming fireball for some, because of their angle of vision. For the Cronins, "if it was coming straight toward them, it would appear to hover. They wouldn't see it skittering across the sky" and the brightness would block out background stars against which movement' would otherwise be evident. Encountering something so unexpected in the middle of the night can certainly leave people uncertain as to what they've seen, added Professor Landstreet. Ms. Cronin disputes the theory of Canada's national department of defence and NORAD that the object she sighted was just a Russian rocket used to launch a satellite. She says she knows what she saw, and what she saw "wasn't a rocket". "A rocket doesn't go around in a circle with light's flashing. And it wasn't a flash of light. We watched it for a full 10 minutes". Ms. Cronin said she and other witnesses have been made to look like fools by reports from defence officials. Mrs. Dolmage, however, is comfortable with the NORAD and defence department reports on what the object was. It looked fairly close, and I was sure it was going to come down right on our farm," she said. "I feel a little more comfortable now that I know what it was."
