HCBE increases 1988 Mill Rate by an additional ' onep er cent
At its June meeting the Huron County
Board of Education voted to increase the
1988 Mill Rate by one percent to accomodate
adjustments to Huron County ratepayers
property assessments.
Originally a motion was presented that
the board increase the Mill Rate by two per-
cent, thereby generating an additional
$300,000. This money was to be set aside to
accomodate for appeals by ratepayers on
their assessments, and the regional assess-
ment office predicts approximately this
amount will be needed settle high
assessments.
But the trustees were reluctant to ask
ratepayers for more money.
"It looks to me like an easy way to nail the
taxpayers for two percent," commented
John Elliot.
"I question if the assessment office is out
that far, should we cover the gap for them
by -two percent," asked another trustee.
Those trustees who supported the resolu-
tion pointed out that there would always be
some "slippage" after an assessment, as
mistakes in assessment were brought out in
appeals. And the slippage is always in
favour of the taxpayers, because as Art
Clark put it "not too many idiots appeal
their assessment is too low."
Any extra or unused amount of the
$300,000 would show up as over -requisition
in the following year's budget'. It was reveal-
ed that the board has over -requisitioned for
the past five years.
Voting on the issue the board defeated the
motion eight votes to five.
, A second motion was made to increase the
mill rate by one percent, thus generating
$150,000 for adjustments. The'board passed
this -motion 11 votes to one.
If the $150,000 is not enough to deal with
appeals, there will be an under -requisition
in the next budget to be adjusted in the
following year.
ADDITIONAL BOARD MEMBERS
A motion was made that two trustees be
added to the board, to increase Its number
from 14 to 16 to make the board more effi-
cient. A three-quarters majority was needed
to pass this motion, but it passed
unanimously. A second motion was passed
that the executive committee prepare an
adequate trustee distribution to assists
clerks (from the county and the major
municipalities) in trustee distribution.
NATURAL GAS DIRECT PURCHASE
The board has had discussions on the
question of natural gas direct purchase with
county officials, with a consortium of school
boards, and on the merits of using a broker.
Director Bob Allan indicated working with a
consortium of school boards appears to be
the best arrangement for the Huron County
Board. He said significant savings can be
made by joining with other groups for direct
purchase.
The consortium is a direct purchase group
who are prepared tot negotiate and arrange
for delivery and disburse savings.
Ten other boards have expressed an in-
terest in forming a consortium. The ad-
ministrative fee to participate in the consor-
tium is anticipated to be approximately $200
for the first year.
A motion was passed that "the Huron
County Board of Education file a letter of in-
tent with the consortium of school boards to
participate in a natural gas direct
purchase."

Both Union Gas and brokers estimate pur-
chase savings ranging from 29 percent to 31
percent or $40,000 to $45,000 on a gross basis
annually.
