Reeve David Johnston of Bayfield said that if County Council decided to accept the proposals it would be on the condition that Huron received the transitional grant. Johston then asked Bill Haply, Huron County clerk -administrator, when county coucil would have to make a decision on the proposals. Haply said that if council chose either section 63 or 70 they should be implemented for the 1988 tax year. County apportionment must be completed by March 31 and council would have to make a decision very soon — at the next (February) meeting or the March meeting at the latest. To pass one of the new proposals County council also needs a majority'consent of in- dividual municipalities. Since a new County Council will be form- ed in 1989, their decision to accept one of the new proposals must be implemented this year. They cannot decide to accept the proposal this year and implement it in 1989 because they cannot bind decisions over to a new council. Some rural reeves mentioned to Lettner that farm prices have dropped 43 per cent since 1983 and wondered how 1984 farm prices could be current. Lettner said economic conditions are studied up until 1987 and it will be the job of assessors to take into account market trends when assessing property value. Property values on a county -wide basis will be updated every four years, said Lett- ner. Since most people have an idea of how much their property is worth, they will know if their assessment is accurate, said Lettner. Lettner also mentioned property value of farms is based on productivity. How much one farmer would pay another farmer to farm his land determines the value of a farm, said Lettner. At the Executive meeting held last Thurs- day,a letter asking for aid for the Vanastra recreation centre was read and will be dealt with at the regular meeting. This meeting will be held January 28 instead of January 21, as reported last week, owing to a prior booking of the hall. Another stag euchre will be held tonight, Wednesday, January 20 at 8 pm. The mixed euchre will be held February 27 not January 27 as previously reported. Pigtails and Kraut night to bTickets are now available for th Ribs, be February at the Legion. Property owners will also be able to calculate their taxes based on a more easi- ly understood tax formula. Hanly said local councils should have at least two meetings to decide on the new proposals before County Council makes its decision. Institute members hear stories The Seaforth Women's Institute held its January meeting at Mrs. R.M. Scott's home with a good attendance of members and visitors. Olive Papple opened the meeting with a New Year's poem followed by the In- stitute Ode and Mary Stewart Collect. Roll call was to name h country and its capital. Audrey Cameron and Mrs. Nolan were in charge of the program — it being the inter- awards program national Affairs meeting. Mrs. Nolan gave the Motto "Reflections". She spoke on the A.C.W.W. Audrey Cameron introduced the speaker - Mr. and Mrs. Ken Britton from RR 2 Dublin. They were volunteer represen- tatives for "Compassion" and had made a trip to Haiti with their three children. They said there is only one paved road and it took eight and a half hours to go 160 miles. The growing period is 365 days with little rain. Audrey thanked them with a gift. Business was discussed and lunch served by the com- mittee and hostess.
