There is little over which to ?truent and Imola over which to reje:ve. As *4-71 as the general affairs of he coma try are concerned, thialigle of the Dominion are to be "Wgratulated. The prophecies of pessinelete have been nullified by the pr )grese, buoy - Daley and *success of al' Canadian in- terests during the past year, Figures at hand show that the advance which ' has taken place dur'ng the last eight months have been the greatest since Confederation. DEBT REDUCTION, While figures ta p to December 31 are not yet prepared, those dealing with the affairs of tlatO country up to November 30, 1912, give strong evi- dence of prosperity, The total net debt of Canada up to -Noyenaber 30, 1912, was $307,511,511,52, a ompared with $315,436,032 33 foral Haute ,e- 1od last year. Thus the end of the year shows the Minister of Railways and Canals producing results in dealing with the vital transportation problems of the country, CANADA'S NEW CITIZENS. The immigration for the past year shows an increase of thirteen per cent. over that of the previous year. This immigration is of the best quali- ty, and the agricultural labor received from the other side is of the best quality ever received in the western country. The efforts of the Immi- gration Department are being extend- - ed in the United States, the United Kingdom, and. in the northern parts of Europe. The Immigration Depart- ment has now twenty-one different officers in the United States adver- tising the advantages of Canada. The total immigration for the past year was no less than 400,000. AIDS TO AGRICULTURE, Agricultural conditions are of the brightest, arid it is understood that when the estimates are brought down that there will be large amounts laid aside for agricultural development. Mr. C. 0. James, who was appointed special commissioner by the Minister of Agriculture to inquire into and report on agriculture, has sent in his eeport, and it is held that as a result ef his work more progressive ideas will be incorporated. in the general work of agriculture. HARVEST IN GOOD SHAPE As an indication of the satisfactory condition in the west it was estimated that about eighty per cent. of the wheat crop of the three western provinces had been threshed and was either .delivered or ready to move at • he end of November. Grain inspec- tion for October alone totalled 33,709 cars as against 26,642 cars for the same month of 1911, an increase of 7,137 cars; SHIRTS COME AND INSPE OUR GOODS BEF BUYING HEADQUARTERS FOR MEN'S. Examinations Absolutely Free Glasses Supplied only When Necessary A. PHONE 65 KOX (Toronto News.) Sir Ames Whitney said last month that in his opinion the Ontario As. eminent Act as it stands provides machinery for the removal of existing inequalities and injustices in taxation, that assessors all over the Province would be instructed to work the Act to this end, and that if the results were 4)011 unsatisfactory the Govern- ment would find a further and adequate remedy, This announcement was either ignored or scoffed at by the Premier's opponents* but now the town of Balt comes along with concrete proof that he was and is right, For some years citizens had expressed diesatiefaction with the taxation on d()Wil town pro- PPIrtY, highlase reeidencee and other kinds of real estate The Heil talon became acute in 1912, and au expert assessor was engaged to revise value., tions and remove inequalities. In taking this step the local authorities anticipated Sir James 'Whitney's sug- gestion that the situation calls for expert assessors rather than Zlew legislative amendments. The imported official followed the plan of making a lear dietinetion between land and improvements, as- sessing the latter at a lower settle than the former, The total assessment has thus been raised by nearly $1,750,000 and a marked cut in the tax rate will be the outcome. Here we have before us a specific example of tax reform under existing legislation. So far at least Sir James Whitney's attitude on the question is justified. If one of the most important municipalities in the Province bas found relief under the present Act, other communities may be expected to profit by its experience. Then, as the Premier bas said, if it develops later that something more is required the law can be changed. A BILLION DOLLAR YEAR.
