CANADA'S NEW CITIZENS.
The immigration for the past year
shows an increase of thirteen per
cent. over that of the previous year.
This immigration is of the best quali-
ty, and the agricultural labor received
from the other side is of the best
quality ever received in the western
country. The efforts of the Immi-
gration Department are being extend- -
ed in the United States, the United
Kingdom, and. in the northern parts
of Europe. The Immigration Depart-
ment has now twenty-one different
officers in the United States adver-
tising the advantages of Canada.
The total immigration for the past
year was no less than 400,000.
AIDS TO AGRICULTURE,
Agricultural conditions are of the
brightest, arid it is understood that
when the estimates are brought down
that there will be large amounts laid
aside for agricultural development.
Mr. C. 0. James, who was appointed
special commissioner by the Minister
of Agriculture to inquire into and
report on agriculture, has sent in his
eeport, and it is held that as a result
ef his work more progressive ideas
will be incorporated. in the general
work of agriculture.
HARVEST IN GOOD SHAPE
As an indication of the satisfactory
condition in the west it was estimated
that about eighty per cent. of the
wheat crop of the three western
provinces had been threshed and was
either .delivered or ready to move at
• he end of November. Grain inspec-
tion for October alone totalled 33,709
cars as against 26,642 cars for the same
month of 1911, an increase of 7,137
cars;

ment would find a further and
adequate remedy,

opponents* but now the town of Balt

gestion that the situation calls for

The imported official followed the
plan of making a lear dietinetion
between land and improvements, as-
sessing the latter at a lower settle than
the former, The total assessment has
thus been raised by nearly $1,750,000
and a marked cut in the tax rate will
be the outcome. Here we have before
us a specific example of tax reform
under existing legislation. So far at
least Sir James Whitney's attitude on
the question is justified. If one of the
most important municipalities in the
Province bas found relief under the
present Act, other communities may
be expected to profit by its experience.
Then, as the Premier bas said, if it
develops later that something more is
required the law can be changed.

During the first year of the new
Conservative Government Canada has
enjoyed unparalleled prosperity and is

January the total was $63,680,443.
There was an increase of another
million in the February returns, while
by March the figures had jumped
twenty-three millions. Ail summer -
the totals climbed until by October
the increase was $101,277,469. No-
vember figures jumped another three
million, and the December figures
which are not yet compiled will go
still higher.
