-The total appropriation for or-
dinary services voted by the Do-
minion Parliament for this year
amounted to nearly $68,000,000.
In addition to this, railway subsi-
dies to private corporations are be-
ing voted, which will aggregate
anywhere from $12,000,000 to $18,-
000,000. The total appropriations
made by Parliament for the ordin-
ary services,of the country and in
grants to private corporations (aside
altogether from the obligations in -
cured in connection with the build-
iti of the Grand Trunk Pacific)
will, therefore, amount to at Ieast
$80,000,000. If to this be added
liabilities incurred in connection
with the second transcontinental
railway, the total will come to
about $150,000,000, or practically,
$160 for each family in the Do-
minion.

--During September 252 home-
stead entries were made at the Do-
minion Land Office at Edmonton.
The number of persons settling on
these homesteads was 859. Of the
homesteaders 98 were Canadians;
with a total in their families of 347.
Next came 44 Americans, with a
total population of 165. Twenty
entries were by Englishmen, eleven
by Scotch, one by an Irishman and
one by a Welshman, the additional
population thus secured from the
Mother Country being 124. The
rest were Germans, Austrians, Nor-
wegians, Swedes, Russians, Danes,
Chinese and Bohemians. Of the
252 homesteaders 183 were farmers,
23 mechanics and 15 laborers. The
number of Eastern Canadians tak-
ing up homesteads is remarkable,
and is said to be greatly on the
increase.

fact that the donations to railways
given this year are so large, is ac-
counted for by the fact that the
general elections are at hand and
campaign funds are required. Each
subsidy, as Mr, E. B. Osler, M. P.;
has stated on the floor of Parlia-
ment, pays its toll to thepoliticians,
and since the subsidy has been in-
creased to $6,400 per mile the rake-
off has been greater, Another
cause of the increase this year,
which must not be overlooked, is
the agreement with the Grand
Trunk Pacific. Mackenzie and.
Mann, and other powerful interests
were opposed to the scheme, but
are now being quieted with an ex-
tra big donation from the public
treasury. The voter whose money
is being taken from him to enrich
the railway promoters will natul•al-
ly ask what he can do to protect
himself from such raids. The line
of action is simple. The promoters
and their • backers, both in Parlia-
ment and out of it, have brought
great pressure to bear upon the
Government to secure the grants.
The Government has yielded, be-
cause it required a campaign fund
and because it feared that if it did
not yield it would receive the
strong opposition of the subsidy
seekers at election time. The men
who foot the bills have got to show
the Government that their objec-
tion to putting up the cash is just
as strong as the desire of the pro-
moters to get hold of it, and that
they will turn down any members
of Parliament who vote away their
money in this fashion. These men
are far more numerous and power-
