Toronto, October 17.••-•I6 wasdefin-
itely stated in inside Liberal' circles
last night that the expected changes
in the Hardy. Government had 'already
been made and that-ap-announcement '--
might be expected .within• the next
day or, two, Hon. A. S. Hardy, ,Pre -
Oder of Ontario, bas already 'resigned,.
and will take a position on .the bench,
either as Chief :J•ustice of the Court
of Appeal, in.succession to Sir George
Burton, or in some other position suit-
able to hirci. The Cabinetwill be at
once reorganized, with Hon. G. W,
Ross. as Premier. The position. of At-
torney -General is slated to go to • Hon.
J. M. Gibson, and Hon. Richard Har-
court is ont'down for the portfolio of
.Education, Sion. William Harty,
whose health has for a considerable
time been a severe handicap to him in
controlling the Department of Public
Works, will retire while O. K. Fraser
and Mr. J. R. Stratton willenter the
Cabinet, the former as.. Commissioner
of Public Works, and the latter prob.
ably as Treasurer.
Dates for the by-elections in the Va-
cant . Provincial ridings . will be an-
nounced at once, . and it is .understood
that the, election in. West Elgin will.
take place on Saturday, November 25.
The Toronto Star, (Liberal) says
The most logical and likely guess is
that Mr, Ross Will . be Premier and
Provincial Secretary ; Mr. Gibson At-
torney -General ; Mr.Harcourb Minister,
of Education ; Mr. Davis Minister of
Crown Lands ; and other Minister of , a
Public Works.
It is known that Mr. Harccart has
had an inclination towards the Educa-
tion portfolio. With an actiye Minis-
ter of Public Works, the Department of
Provincial Secretary would be 'reliev-
ed of half its work and give Mr. Ross
ample opportunity to devote his ener-
gy to the duties ot.the Premier's office,
politically. `
It is the unwritten law that a Ro-
man Catholic shall be taken into the
Cabinet, but whether it will be Mr,
Fraser or Mr. Latchford; of ;Ottawa ,
would be ,chosen has been & debated
point. Mr. Peter Ryan has been men.
tioned, but has been generally looked
Upon as an impossibility.
