Mr. Flynn's Government in Quebec •uffered on Tuesday a complete rout. Che Conservative Majority has disap- )eared, and the new House consists of i3 Liberals, 19 Conservatives, and one ndepeudent—a majority of 33 Lib- erals over all. It had been supposed 'or some time back that the parties vould rim pretty close together in the inal heat. But an overwhelming dis- tster, even though the Liberals predict- ed large gains, as is their custom, was lever seriously anticipated by either ;ide. There can be no question that ;tie tide that rose in june last was a potent influence. Not can there be my doubt that the Flynn Administra- aon has been punished for the sins of is Liberal predecessor. It was itself to essentially clean and honorable Gov- ernment. But it had of necessity, in )rder to meet the defalcations and axtravaganees of the Liberals, to re- -ort to that most unpopular of expe- lients—direct taxation. The people issociated the tax with the Govern- ent which laid thea, on, and not with ;he party which produced the condi- tions that tendered their imposition mperative. While Mr. Flynn had re- stored the financial equilibrium, and :lad relieved the public of a large mea Sure of taxation, there remained the year of further imposts. The premier fissured the electorate that alarm was groundless. While he took this po- sition his opponents pointed to their friendship for the Ottawa powers, and indicated that the certain way to es- cape taxes was through a Liberal triumph, which would be followed by tinanclal concessions from the Fed- eral chest, concessions which Mr. Flynn could notpossibly secure; The victory was thus in a mea- sure ppurchased with the promise that Federal money should be de- voted to the relief of the province, or, to put the thing plainly, to the liqui- dation of the liabilities which the ex- cesses, and indeed, the thefts of the Mercier Government had produced. Colour was given to the Opposition pledges by the participation of the Federal Ministers in the struggle, Is- rael Tarte, Sit, Heuri Joly, Mr. Fitzpat- rick, and Mr. Fisher engineered the election for Mr. Marchand, and openly advocated his cause. Of course these Ministers were especially active be- cause, tinder the new system of pro- vincial and Federal alliances, the pro- vincial party renders election service in time of need in return for the in- fluence which the Federal power exerts on its behalf. Air. Flynn, while de- feated, has experienced tin honorable reverse—a reverse of which he has no need to be ashamed. Ile governed the province honestly and well, and he passes into Opposition with not a sha- dow upon his name, but, on the con- trary, respected and honored by all thoughtful citizens. The result is not deplorable for Mr. Flynn or for the Conservative party. It is deplorable, however, for Quebec, and for the Do- minion. Quebec restores the old fac- tion under a different leader; and while the province is imperilled because of financial possibilities which this action presents to men who were not too honest in the past, the Dominion is equally endangered, seeing that the old wrongs, and now ones as well, may, owing to the terms of the compact be- tween the Federal and the local Lib- erals, be visited upon us all. RATHER THAN SEE THE LIBERAL GOVERNMENT DEFEATHD "Laurier will step down from the Premiership and let Fielding lead rath- er than allow the school question to destroy the Liberal party," was the re- mark made on Wednesday in Montreal by a gentleman well up in Ministerial circles, who had just returned from Ottawa and was discussing the situa- tion with his party friends. He. states that We Ministers feel that Rome will condemn the school question as far its Cath- Dlies are concerned, and that Quebec will slip away from Laurier. This, however, would not be fatal to Mr. Laurier, -and Mr. Tarte's idea of a dissolution might be carried out if it were supposed that the Roman Cath- Dlie bishops of English-speaking pro- vince would cast In their lot with their ^onfreres in French Canada. The verdict of millions on this con- tinent is, "Diamond Dyes are first and best," A long pending legal dispute which has created a good deal of interest in this county, has been decided in the supreme court at Ottawa. This is the case of Broughton against the town- ships Of Grey and Ehna. The action has been before the Ontario courts since 1894, three decisions in succession being given against Mr. Broughton. The action arose out of the passing of a by-law autborizing the carrying out of certain drainage worlt;s in Grey at a cost of $10,210.33, of which $4,617.3( was assessed on lands in Elma. Mr, Broughton objected to the passing of the by-law, and failing to obtain rebel before the Board of Revision, took the matter into court. The Ontario court,. decided a ainst him, but Mr. Brough ton took the case to the Supreme courl in Ottawa and it was argued by Mr Mabee for the plaintiff, Mr. Garrow Q. C., for Grey township, and Mr. G G. McPherson for Elma. The result was that the court unanimously allow ed the appeal of the plaintiff with costs The by-law of Grey will therefore bi declared illegal and invalid, and Elmi is perpetually restrained from passing its by-law or imposing its tax upon the plaintiff's lands. The townships at, ordered to pay the plaintiff's costs o the appeal and all the Ontario courts This decision is good for Broughtol but is mighty rough on the township of Grey and Elma, and once mor exemplifies theglorious uncertaintieso the law. Should the case be furthe appealed to the Privy Council it is no improbable that this decision of th Supreme courtmay be reversed. Thi is the usual result with the decisions e this court. The dismissal Of Mr, Fah•brother postmaster of Bealnsville, was n ae! discussed in the House . ihf discussion served one useful purpose inasmuch as it induced the Postillas ter -General to give his word to thi House that if Air, Fairbrother conk prove his innocence of the charge of partisanship made by Mr. Gibson, hi would be reinstated. This is at lease an approach to the policy enunciates last session by Nr. Laurier. The Pre rnier promised that every man wouk be tried before he was condemned. Ir Mr, Mulock's. department condemna tion is to be followed by trial, whicl was refused before the olfficial axe war wielded. The peculiar feature of tht case which was emphasized wat that ao long as Mr. Fairbrother divided the proceeds of his office with his Lib eral assistant he was not regarded of an offensive partisan. The attack upon him was admittedly not because of any action he took in the elections, for Mr. Gibson had formally absolved him from guilt, but because he did not share the profit of his office with N supporter of the Liberal meruher. The circumstances are so unusual as to have caused much continent in Parlia- ment. Bishop B, F, Arnett SWAYS AUDIENCES WITH HISMASTF.RLY ULOQUENCE. HE WRITES A LETTER OF MORE. THAN USUAL INTEREST TO SUFFERING At Wilberforce, Ohio, three miles north of Xenia and near Dayton and Springfield, is located Wilberforce Un- versity and Payne Theological Semin- ary. These two institutions of learnin nave educated many ministers and teachers. In this somewhat noted educational centre, resides Bishop Benjamin W. Arnett, D. D., it divine who is of especial prominence because of his thrilling eloquence with which he has swayed many audiences. Among the high officials' of the church, no one is more distinguished than he. BISHOP B. W. ARNE.7"r. Before being elected bishop he was a leading minister in his church and also a very prominent Republican. He represented his country in the Ohio Legislature for several years. Having given this sketch of the bishop, the following testimonial from him will he found very interesting reading and fully explains itself.
