The competition in neutral markets, it
is true, cannot be affected by any,
legisla ioli of Canada, but it is quite

the Dominion has undertaken to regu-
late competition in the borne market
and to promote the prosperity of Cana-
dian farmers by excluding foreign
food stuffs by means of high duties,
and it has succeeded to a large degrte

the extent of the duty. Were it other-
wise, the foreign commodities would
not he hrouglit in. Take an illustra-
tion of the ability of a Government to
regulate the prices of food stuffs.
Wheat is selling to -day in Detroit and
Buffalo "at 78 cents a bushel, while in
Ontario it commands 93 cents a bushel.
What causes the higher prices obtain-
ed by the Canadian fanner? Clearly
the duty of 15 cents a bushel imposed
by the tariff. But for the protection
thus given Ontario farmers, wheat
could he iilported into that pro-
vince from Arnerican grain' centres
at a cost not exceeding 79 cents a
bushel, and the effect would inevita-
bly be to lower the price of the Ontario
grain to the level of the foreign article.
This is not a theory, but a fact of
which every farmer in Ontario is
aware, and the object lesson of the ad-
vantages of the National Policy which
the current price of wheat affords is
more eloquent than all the rhethoric of
public men on the subject. It is not
denied that in certain circumstances a
protective duty becomes of no effect,
as for example, when there is a large
surplus of the home-grown product and
when the price is, therefore regulated
by the foreign market. At a time like
that the operation of the .duty is
suspended, hut assuredly that is not a
good reason for abandoning the pro-
tection altogether. 1f in only one year
out of five the duty operates as a pro-
tection to the Canadian farmer and
elevates the prices he receives for his
products, its existence will be suffici-
ently vindicated.
London's Public Parke.
Twelve thousand pounds down and a
pound a year rent is the price at which
London has acquired Lincoln's Inn Fields
as a public playground. Sir John Sut-
ton on opening the Holds stated that Lon-
don now possesses seventeen parks,
eighteen gardens and thirty open spaces.
Some of those lately acquired have been
presented as o gift, and the others have
been purchased by the vestries, ecclesias-
tical commissioners and the County
Council. There aro about 600 years of the
lease of Lincoln's Inn Fields yet to run.

water lake in the world. African explor-
ers begin tO think Victoria covers 81,020
square miles, and Victoria has boon cred-
ited with about 30,000, but recent ex-

The British farmer is a striking
testimony to the influence of tariffs
upon the prosperity of a people. When
Mr. Cobden carried on the agitation
for the abolition of the corn duties, he
had no conception that the conse-
quences of his policy would he the
blight and absolute ruin of British
agriculture. He believed that the
English farmer would always be pro-
tected by the cost of freight, which he
estimated at 10 shillings per quarter.
During the past winter the price of
wheat in the British markets has been
as low as 20 shillings a quarter, and the
cost of freight front America has been
below a shilling a quarter. Free trade
in Britain has, in the words of a reso-
lution presented in the House of Com-
mons last February and defeated by
only twelve votes, caused that body to
view with great apprehension the dis-
tressed condition of the agricultural
interest, the prolonged depression in
textile and other industries, and the
consequent increase in the number of
the unemployed. • The evidence taken
by the Royal Commission on agricul-
ture in England leaves no room for
doubt as to the despetate straits to
which that once flourishing interest
has been reduced by unchecked foreign
competition. Since 1874 the area de-
voted to the cultivation of wheat in
Great Britain has been reduced from
3,630,300 acres to 1,927,962 acres, while
the area of land that has gone into
permanent pasture has increased from
13,178,412 acres to 16,465,069 acres. Sir
Richard Cartwright attributes the
decline in the value of Ontario farm
lands to the protective policy of
Canada. To what will he attribute
the fall in the value of English farm
lands? Rents throughout rural Eng-
land have declined all the way from 20
per cent. to 80 per cent. in recent years,
because of the unprofitable character
of the occupation of farming, made so
by the stress of foreign competition.
If the Government can intervene in
the case of British agriculture and by
the imposition of duties promote the
prosperity of that great interest, the
principle that the state cannot influ-
ence prices falls to the ground.
2 NEGLECTS AND THE RESULT.
