At the Owen Sound assizes last week

operation performed in Owen Sopnd

ton. The claim was that Nicholson
had guaranteed that the doctor would
be paid.

the Home Rule Bill, and in so amending
the parish councils itnd employers'
liability bills that their purpose was
defeated, the Lords rel used to permit
the nation to have its way. This was
practically a denialto the democratic
principle, which, after centuries of con -
filet, is now the moving spirit of the
British constitution. The precedent of
1882 would permit the Government to
overcome this opposition of the Lords to
the nation by the creation, or the threat-
ened creation, of new peers; but this
course is cumbersome and temporary.
New peers do not long remain Liberal.
The nation must now express iia will
once more concerning the issues that
were passed upon at the last election,
and, in addition, it must state its mind
concerning the future of the House of
Lords. While Lord Rosebery will pro•
bably be regarded with suspicion by
Hoare Rulers and Radicals, there is no
doubt of his Liberalism, of his demo-
cratic tendencies, of his unusual gifts
for leadership. If he were not a peer,
the elements that have been united
under .Mr. Gladstone would turn to
him with enthusiasm. As he . is a
peer, he is quite likely to replace what-
ever he may lost from the Radicals with
old-fashioned Whigs who have grown
tired of their alliance with the 'Tories.
But this is all pure speculation. A great
leader has gone, and a new and untried
man, of great power and promise, has
taken his place. What will happen in
the immediate future is much more dif-
ficult to predict than what will continue
to be the direction of the current of
popular thought and action in Great
Britain, Rosebery may fail to hold to-
gether the elements of Gladstone's fol-
lowing, but what has been the Liberal
policy -the enlargement of human
rights, the alleviation of hutnan wrongs,
the increase of the powers of citizenship
-will continue, and will prevail.

The Annual Output of Coal.
The world's annual output of coal has,
it is estimated, reached a total of 485,-
000,000 tons, The countries contribut-
ing to that enormous total were as fol-
lows, together with the amounts they
produced in 1890: Great Britain and
Ireland, 182,000,000 tons ; America,
United States (estimated for 1891), 144,-
000,000 tons; Germany, 90.000 tons;
France, 28,000,000 tons; Belgium, 20,-
000,000 tops; Austria, 9,000,000 tons;
Russia (1888), 8,000,000 tone. In an in-
vestigation made by a Royal Cominis-
itioner as to the ascertainable sources
of coal in Great Britain it was esti-
mated that not more than 140,703,000,-
000 tons were available at depths not
exceeding 4000 feet from the surface, a
reserve which, at the present rate of
increase of population and of coal
consumption, would be practicably ex •
initiated in less than 800 yearn. -Sunday
