Extremists would do well to con
Bider cone important evidences adduc-
ed by the Roman Catholic Bishop of
Dakota as to the result of the prohibi
tionist policy in that stat -o. The
Bishop is informed by wholesale liquor
dealers that their Bales are nearly three
times greater than before. Private
drinking at home is enormously in•
creased. Travellers who cannot pur-
chase driuk at the hotels carry with
thein un their journeys largo supplies.
Tho Bishop, while notexpressitlg either
approval or disapproval of prohibition
as a theory nevertheless pronounces it
in practice a flat failure in North
Dakota, ''If," he says, "tile people
want prohibition, let them insist on
its enforcement ; if they do not want
it, let them have tho courage to say so,
and do away with it, and in its place
give us some means of regulating the
traffic." The facto indicated by the
Bishop furnish another proof of the
wisdom of moderato counsels.
A former resident of Mitchell, writep
from Woonsocket, R. I. as follows:
"I suppose you have heard of the fin-
ancial panic in this country. All
branches of busiuess are depressed.
The large manufacturers are closing
their door's, until more money is in oil,
culation. A great many of the woolen
mills have shut down indefinately, on
account of not having ordure, but most
of the cotton mills have lots of orders,
but can't get money from the banks to
pay for labor, and have had to shut
down also. Nearly all of the banks, to
protect themselves, have decided to pay
out no money, except in sums under
850, without 60 or 90 days notice.
Banks are closing their doors by the
dozen all over the country, and people
who have deposits are on nettles for
fear of losing their money. Printing
has gone to pieces with the other trades,
and there are more idle printers now
111 the east than ever known before.
People are flocking from here and New
England to. Canada by the hundreds,
which may produce an over pro-
duction of laborore and skilled
mechanics in your provinces. Do
the Grits still talk free trade with
this country ? If they do, they have
little idea what such a result would
lead to."

Mr. William Rathwell sold a fine
heavy draught horse last week to Mr.
Archibald, of Seaforth, for a handsome
figure.
Dr. Beacom, of Harrieton, ie visiting
on the Bayfield Line. He has worked
up a good practice in that town.
The Hall bridge, near Bayfield, bas
been completed to the satisfaction of
all.
Master Guy Blackall was visiting for
a week at Mr. David Beacom's.
Mr. John Beacom took in the Ham•
burg races last week.
Mr. James Miller's team ran away
the othei day with a mower attacked to
them, which was completely destroyed.
Rumour has it that the coming flyers
"Mise Lou" and "Bay Jack," owned
by J. Stewart and J. Burton, will have
a contest in the near future.

toba school case have been formally re.
vised, and they now appear as fullowe :
1. Is the repeal referred to in the
said memorials and petitions, and as•
sertod thereby such an appeal as is ad
miscible by sub-sectiou 3 of section 93
of the British North America Act of
1867, or by sub -section .2 of section 22
of the Manitoba Act 33 Victoria (1870),
chapter 3 (Canada)?
2. Are the grounds set forth in the
petitions and memorials such as may
be the subject of appeal under the
authority of the sub sections above re-
ferred to or either of them?
3. Does the decision of the Judicial
Committee of the Privy Council, in the
cases of Barrett vs. the City of Winni-
peg, and Lagan va. the City of Winni-
peg, dispose of or conclude the appli-
cation for redress based on the conten-
tion that the rights of the Roman Cath-
olic minority, which ace. ued to them
after the union under the statutes of
the Province had been interfered with
by the two statutes of 1890 complained
of iu the said petitions and memorials?
4. Docs sub -section 3 of Election 93
of -the British North American Act of
1867 apply to Manitoba?

in the meaning of sub section 3 of sec-
tion 93 of the British North America
Act of 1867, if said section be found to
be applicable' to Manitoba ; and if so,
did the two acts of 1890 complained of,
or either of them, affect any right or
privilege of the minority in such , a
manner that an appeal will lie there-
under to the Governor -Gone' al -in•

A HORRIBLE FATE.
FIRE ON THE STEAMER 'SAN JUAN'
RESULTS IN NEARLY TWO HUN—
DRED DEATHS.
Further particulars of the burning of
the steamer 'San Juan' ofl'the Chinese
coast were received last week at San
Francisco. The S fanish steamer 'San
Juan' left Hong Kong for Manilla with
a full crew and all the Chinese that
could bestowed away. Fire was dis-
covered between decks. Two life
boats were destroyed by the flames and
the others were capsized by the Chinese.
Sharks made .abort work of these, and
in this manner the second engineer,
steward and second officer lost their
lives.
On the fire being discoveredalmostall
the Chinese ran up the rigging and
other high places. As the fire increas-
ed in intensity tho poor wretches drop-
ped on the deck and into the fire.
Others jumped overboard and were de-
voured by sharks. Those whu reach•
ed one of the boats filled it to excess;
and the sharks leaped into the air to
snatch their prey.
The panic was dreadful. The
Chinese huddled together and filled
the air with their moans. The fore
and aft parts of the burping vessel
were full of people imploring assistance
and the central portion of the vessel
was like the orator of a volcano. The
sharks came in droves and hundreds of
them could be seen around the blazing
steamer.
A fireman succeeded in reaching one
of the overturned boats and righted
her. He then went to the others and
managed to get two more of them on
an even keel. They were kept at a
distance, and everybody who wanted to
get into them had to run the gauntlet
of sharks. In this way ninety-eight
persons escaped and reached shore after
sixteen hours of bard rowing. They
at anee telegraphed for assistance and
the steamer 'San Antonio' was eontiout.
When she reached the derelict three
Chinese more dead than alive were
found in the rigging. The' masts were
steel. This made the total flayed 101.
Including officers and crew there were
283 people on board, eo the aharka and
flames must have devoured 182. The
'San Juan' was towed into Manilla on
fire.

passed in East Luther is not working
very well. It says that previous to the

hotelkeepers, who have now retired,
