The Lethbridge, Manitoba, News has
ono subscriber who, every time he gets
on a spree, insists on paying a year's
subscription. He has already paid for
the paper to Jan. 1, 1972. We are
making an effort to ascertain what brand
of whiskey he drinks, in order that it
may be placed more generally on the
market. Of course total abetainere
cannot be reached by that agency, but
good people always pay in advance.
New York World: "Statistics ob-
tained from 57 trades in New York
city show that 36,177' men are out of
employment in these trades alone,
These figures represent only a part and
not the full extent of the trouble which
has come to the working classes in con

sequence of the financial depression."
It is not pleasant to think of what next
winter will be in the great American
centres.
The Scott Act in Charlottetown has
attracted some attention in England
ae an experiment in restrictive or pro-
hibitory legislation. According to
figures furnished by Rev. James Simp-
son, of St. Peter's, Charlottetown, the
Scott Act produced drunkenness in a
very large ratio ; the per cent. of
monthly convictions have been over 23
per cent., whereas now (without any
prohibitory measure whatever, not even
license) the percentage has sunk to 18
per cent. This seems to•argue the evil
of legal roetriction-for Charlottetown
at least.
Last year Sir Richard Cartwright
upset out of his boat on.Lake Ontario,
but managed to keep himself afloat
until picked up. Recently a steamer
ran him down, but Sir Richard clung
to the hull of the steamer until she wtts
stopped and then got out of the way
and went on. The Liberals, hearing
of the adventures, have sadly concluded
that there would be no use in trying to
throw)lim overboard.
People in England are disposed to
regard the Royal Commission on
Agricultural Relief, recently appointed
by the Gladstone Government, as a
farce. It merely puts off discussion
concerning the known cause of the
trouble-free trade. Sir Michael
Ilicks•Beach, Lord Jersey,late Govern•
er of New South Wales, and Lord
\Irantage--bettor known as Col. Lloyd -
Lindsay, K. C. L'., V. C., 111 P. have
all refused the chairmanship.
The shutting down of many large
establishments in the States is throw-
ing a large army of operatives idle and
many are coming to Canada, seek-
ing employment. The workshops in
the Dominion are fairly busy, but
this is scarcely the time to expect much
business expansion and consequently
many of those in search of employment
must be disappointed. The army of
the unemployed in the States will
greatly increase during the next few
months, for the repeal of the Silver
Bill is not going to at once set the
wheels of trade running once more
with activity, and ae a consequence the
"tramp nusianoe" seems to show every
evidence of great activity during next
winter. Canada will have its share -
its own and a considerable influx from
the States -and there will be many
articles in the ,Globe pointing out the
poverty consequent upon the National
Policy. How would an Alien Tramp
Act do 4 Inspector De Barry, whose
occupation will be gone, might be
borrowed from Buffalo for a time to
enforce It.
The Attorney -General °of .Colorado
thinks it will be legal and constitution-
al for that State to issue silver money.
If the people like to buy silver trom
themselves through taxation and at a
price 50 cents above its value, issuing
money therefor to be used among them-
selves, which will he worth only one-
half of its face value, the experiment
will be amusing to outsiders, but the
final result very unpleasant to the
residents of Colorado.
Great Britain and France must have
been very near war a week ago. It is
generally understood that when Lord
Rosebery heard that the blockade of
Siamese coasts was to include British
vessels he sent tho following brief hut
distinct note to the French Govern-
ment through Lord Dufferin : "Great
Britain refuses to recognize the block•
tide begun on the coast of Siam.
If English commerce in those waters
is interfered with by France, such
action will be construed as a de•
liberate attack upon the English ftig."
Lord Roberts was then called in, but
action was avoided by the backdown of
France.
The Empire of Friday has the follo w-
ing : The Victoria, B. C., City Council
have thrown out a hill to close barber
shops 013 Sunday. The reasons against
doing so make rather interesting read-
ing hero just n.ow. Ald. Munn
thought if the barber shops were closed
on Sunday the streetcars would have
to atop running, the milk waggons
would have to be stopped, and the pea•
nut stands closed, while The Colonist
newspaper would have to change one
of its days of issue. Ald. Miller -
"Any barber that wants to close on
Sunday can do so now. If this by-law
is pushed through I shall move to in-
clude is it all clergymen who earn
money by preaching on Sunday and
take the collection as part of their
salary," Ald, Henderson -"I consider
a man has :a right to labor or not
'when or where he likes. When we
come to say that a man shall close his
shop on Sunday we are interfering
with his liberties." All of which is
pertinent and instructive.
-On Saturday week Rev. Mr.
Shutt, rector of St. Baranabas' church,
St. Catharines, had a narrow escape
from sudden death. He was walking
around the new building which is in
course of erection, when an iron cast-
ing weighing some 15 or 16 pounds,
which was being placed in position,
slipped and fell. Mr. Shutt wasietsnd-
ing directly underneath, and hearing a
warning shout he glanced up, and
as he did so theoaeting fell on his face,
knocking him to the ground and split-
ting his nose. Had be not glanced up
when shouted to, the iron would have
struck him on top of the head and pro-
bably killed him. Medical aid%was
at once summoned and his wound
dressed. He will be disfigured for
life,
