Mr Labouchere contends that she can
best exercise her privilege by making
the proposal, instead of merely accept-
ing or rejecting a proposal which hap-
pens to come to her. He proceeds on
the assumption that, as she has more
self -poise and self-control in all social
emergencies, she could perform the
duty more gracefully than the man is
able to do.
It is a very interesting suggestion,
and perhaps if women followed it, they
might become even more dominant in
society than they are now. If the
only chance a man had of getting mar-
ried lay in his making himself so wor-
thy of feminine regard that he would
provoke a proposition of marria e
from some charming woman, he might
be more careful to deserve the good
fortune of winning her affections than
he is now, under the system which
gives him the privilege of making the
proposition to her.
It is a very fruitful subject for dis-
cussion by the philosopher and the
sociologist.

Mr A. 0. Osborne, editor of The
North Bay Despatch, is at present in
jail. He did not register his partner-
