VILLAGE OF BAYFIELD,
IPDXt 18189,
Being a 13y -Law to raise ley way of
Loaf the suns of Five Thousand
Dullard for the purpose hereinafter
mentioned.
Whereas the Municipal Corporation of the
Village of Bayfield has resolved to raise by
way of loan tbo sum of Five Thousand
Dollars for the purpose of granting aid by
way of a bonus to the amount of Two Thous-
and Dollars, and by way of loan for ten
years without interest to the amount ot Three
Thousand Dollars to John C. Kalbfioisoh of the
county of Huron and Province of Ontario,. to
enable the said John C. Kalbfleisoh to estab-
lish and carry on a Steam Roller Grist Mill
and a Planing Mill in the said Village. and
to raise the said sum of looney it will bo
necessary for the Corporation of the Village of
Bayfield to issue debentures for the sum of
Five Thousand Dollars, payable with iuterest
as hereinafter provided.
And whereas it will require the sum of one
hundred and eighty dollars to be raised annu-
ally by slnocial rate for the payment of the
said debt as hereinafter mentioned.
And whereas it will require the sum of two
hundred and fifty dollars fo be raised annually
by s ecial?ate for the payment of the interest
as also hereinafter mentioned.
And whereas the amount of the whole rate-
able property of the said corporation, irres.
peetive of any lucerne in the nature of tolls,
interests, dividends, rents or fens from the
said property, itnd also irrespective of any
income to bo derived from the temporary
investment of the Sinking Fund or any part
thereof according to the last revised asses-
ment Roll of rho said Corporation, being for
the year one thousand eight hundred and
eighty-nine is the sum of $83,457 (eighty-
three thousand, four hundred and fifty seven
dollars'.
And whereas there is now no existing debt
of the said corporation of Bayfield.
And whereas it is made neeeesary to appoint
the time and place for taking the votes ot the
duly qualified electors and for appointing
Deputy Returning officers to take the votes of
the said electors at the meeting.
Be it therefore enticted by the Corporation
of the Village of Bayfield, in tho Coupty of
Huron, Provinee of Ontario :
I. 'chat it shall be lawful for the Corporation
of the Village of rtayfietd to raise by way, of lotus
from tiny person or persons, body or bodies cor•
porate. who way be willin • to ndea:ice the stone
upon the credit of the debentures hereinafter
ntentinnu1, a sum of money not exceeding in
the aggregate the suet of Five Thousand Dollars
and cauda the came to be paid into the Treasurer
of the said Village for the purpose and with the
Object above recited. -
11. That it shall he lawful for the said Caner•
ation to ctunso any number of Debentures to be
made for such suits its 'nay he required, not less
than one hundred dollars each, turd tut exceed-
ing in the aggregate the sum of Five Thousand
Pullers, and that the said Debentures shall be
sealed with the reel of the Corporation and sign•
ed by the Reeve and Tre, surer.thereof.
111. That the tail Debentures shall bear in-
terest at and after the rate of five pereentunt per
annum from the day mentioned for this By -Law
to take effect, which interest shall be payable on
the firstdaytot January and July in each and
eyery year, at the office of the Treasurer of the
said Corporation at the Village of hayfield,
1F. That tho said Debentures shall he mode
pay able at the expiration of ten years from the
date mentioned for this By Law to take effect, at
the office of the said 'Treasurer at Bayfield, and
shall hale attached to theut coupons for the
payment of interest.
V. That for the purpose of farming a sinking
fundsfor the pay meat of the said Debentures,
an equal annual sum of one hundred and eighty
dollars shall, in - addition to all other rates, be
raised, levied and eolletted by special rate upon
el rateable
propertyertsin the said corporation
during the currency of
the said Debentures, or
any of them, and for the purpose of paying the
interest of the said Debentures, the mum of Two
Hundred and Fifty Dollars hall .in addition to
all other rates be raised, levied and collected
from nil the rateable property of the said Cor-
poration during tLe currency of the said Debut
tures orlany of thein. •
VI. That it shall be lawful for the said cor-
poration of the village of Bayfield to grant aid by
way of bonus to the amount of the said sunt of
two titoushild dollars, and by way of 10311 for ten
years without interest to ttie amount of three
thousand dollars to the said John C. Kalhfleiseh,
to enable hint to establish and for the purpose
of establishing a Steam Roller Grist dill and
Planing Hill in the Village of Bayfleld, COuntyf0f
Huron, Province of Ontario. Provided neverthe-
less that the said debentures shall not be disposed
of or parted with by the said Corporation until
the said John C. Kelbfleisch shall have first made
a permanent ins estment in connection with such
Steam Rollin Grist Mill and Pining Hill of not
lose than ten thousand dollars exclusive of the
five thousand dollars hereby authorized to be
granted to hint, nor until the said John C. Kaib-
fleiech shall have executed ni,d delivered to the
Corporation of the said Village of Bay field a good
and suitleient bond to he approved 0f by the said
Corporation in the sum of five thousand dollars
as fixed and liquidated damages conditioned that
the said :leant Roller Grist Hill shall be of the
capacity of fifty barrels par day and shall be
kept running and in operation and in good work-
ing order to that extent for to term of ten years,
and Anil not be used for any other purpose than
that of a Steam Roller Grist Mill and that the
said Planing 51111 shall be of sufficient capacity,
for the local trade and sltall be kept in working
order and running for ten years; nor until the
buildings and machinery' of said mills are insured
'to the amount of five thousand dollnre in a com-
pany to be approved of by said Corporation, and
the -insurance policy trade payable to the Village
of Bay field, and handed over to said Corporation;
nor until the said John C. Knlbfleisch Anil have
executed to the said Corporatio» a mortgage on
the lands on which said Grist Mill and Planing
Factory are to be erected, tree from 'encumbrances
and power to secure the repayment of the said
sum of Three Thousand Dollars, without interest
in ten years from the drat day of January,
eighteen hundred old ninety.
V11. That this By -Law shall conte into opera-
tion on the 7th day of October, A.D. 1880.
VIII. That the votes of the electors shall be
taken on the20T11 DAY OF SEPTEMBER, A.D.
1889, connmencing at the hour of nine o'clock in
the morning, and from thence continued till five
o'clock in the afternoon•at the following places: -

IX. That the Reeve of the said Municipal
Corpnrntion shall attend at the Council Room in
Bayfield on Thursday, the 19th day of September,
1999, at the hour of ,one o'clock P. M., for the
purpose of appointing persons to attend at the
various pollh:g ptacoe aforesaid and final auto -
'Meg tip of the votes respectively on behalf of
persona interested in and promoting or opposing
the By Law respectively.
X. That the Clerk of the said Corporation
shall, at the hour of twelve o'clock, noon, on
Saturday, the 21st day of September, A, D. 1889,
at the Town hall• In the said Village of Bayfleld,
sum up the votes given for and against the By -
141W, and grant the requisite certificates there-
under,
