Archibald tabled a progress report on
the Cann -Mitchell Train whiclf hey had)
inspectedin the morning, and author-
ised the payment of $2,508 ,to C. P.
Diptrich ,for work completed to date
'with a holdback of $208.75. On the
advice of the Engineer it was agreed
that the assessment •for these two
drains would not be levied in the
1947 tax roll' as it appeared that the
tile portions would not be completed
this • year and therefore the final cost
unknoWn.
• T,he Clerk reported that lie had
'been in contact with 'C, Marlin, of
Lucan, tiling machine operator, and
that Mr. Markin. after looking over
the "profiles and the ground on the
tile portions, had sabmittegi a price
of 25 cents a foot; but that Ihe would
not consider attempting the large tile
on either drains where they were to
be placed in the 'bottom of the open
ditch; neither would he. install the
catch -basins required, and that grant-
ed favorable weather conditions he
would„ attempt to 'complete the rest
of the work this fall. The 'Clerk„ fur-
ther 'reported that he had been, in
touch • with Messrs. Wurm, and Selves
and that they were agreed, that Mr.
Morkin's• price was too high, in ' the
light of the fact that Mr. Frank Kirk-
by, of Walton, hart submitted a price
of ten cents a foot for the same work
for next year. The council and
Messrs. Mitchell, Bechler and Rey-
riold•s, who were present at the meet-
ing, also agreed that Mr. Morkin's
price was .too high. It' was, agreed'
that Mr. Kirkby should be asked to
do the work as soon as' possible next
s'pring. In regard to the tiling of the
open portions 'Engineer Archibald
maintained that his estimate of the
work was a reasonable one, and that
the work could not be satisfactorily
done by any method other than hand
labor, and that he would' not agree
to have these portions of the drain
excavated by power shovel at an in-
creased cost, as had been proposed.
He offered to set up the necessary
Sight bars and lay out the work in a
proper manner if hand diggers could
possibly • be found. E. W. Mitchell
.finally agreed to install' the 1900 feet
of fourteen -inch tile on his farm, lone
of the portions under discussion,' at
a 'price of twenty cents per foot, and
he was given the contract so to do,
on motion of 'Tuckey;, and Ellerington.

agreed to investigate the trouble at
;an early date.
A court of revision on the assess-
went of the Centralia Drain Exten-
sion from Stephen . Township was
held. No appeals were presented to
the court and it .was formally closed,
the report finally adopted in Usborne
'Township and By-law No. 7, 1947,
,known as the' Centralia Drain Exten-
sion By-law, was finally passed and
brought into effect by. resolution of
council on motion - of Councillors
Brock and Simpson.
The matter of Usborne Township's
share of the Centralia Drain Exten-
sion cost was discussed, and it was
agreed. that this account being now
due that the full amount of $1,289.00
be forwarded, to Stephen Township.
Council agreed to pay for the cut-
ting of weeds on tine• townshiproad-'
sides as of former year, but tat no
,bill would be considered after Decem-
ber 16 for this year.
The following correspondence was
tabled and dealt with as follows::

account, $7.85, accepted; Township of
Hay, re bounty for foxes; no bounty!
offered in , Usborne Township, filed;
Unemployment Insurance ' Commis-
sion, re, certification of permanent
township employees.
On motion of Councillors 'Simpson
and: Tuckey, resolution of certifies;
tion was passed and formally' signed
by the Reeve and Clerk.
The Treasurer reported receipts,. of
$14.19 for -the past month and the
Road Superintendent presented vouch-
ers to the amount of $369.46 for pay-
ment. Further' bills to the amount of
$3,910.16, including the payments
from the drainage accounts, were.
authorized for payment on motion of
Councillors Ellerington and Tuckey.

experiencing an era of high -production, unparal-
leled in its history. Contrary to expectations, the
demand for electric power did not drop sharply
