Moved by Messrs. Grieve -and Doug-
las that the equalized value of the
county for the year 1923 be the same
as that for 1922.—The motion wa
adopted.
Adjutant Wright, of Stratford, then
addressed the council with reference
to the work of the ;Salvation Army in
Rescue Work, appealing particularly
for assistance from the county coun-
cil. The Warden assured the Adju-
tant that his appeal would be given
every consideration.
A olettutation was present from Eg-
mondville ' composed of ex -Warden
Robt. McKay, of Huron County; ex -
Warden J. A. McLaren of Perth Coun-
ty. at prgsent living in Egmondville,
and Mr. James Hays, of Egmondville,
brought to the notice of the council
the matter of the work of oiling the
.Egmondville streets, claiming that
they were not fairly dealt with.
These gentlemen very ably present- '
ed their case, going thoroughly into
the position of things in the matter,
and the Warden,promised that every
consideration would be paid to their I'
•cpresentations.
Tenders for a new boiler for the
Court House, for painting and decor-
ating the Council Chamber and for
building a new verandah At the Child-
ren's Shelter were referred to the
Property Committee.
An invitation to the County Council
to hold their annual picnic in Gode-
rich, was extended by Mayor Gallow.
Mr. Irwin, Provincial Engineer, he- 1
ing present, was asked by the War -1
den to address the council.
Mr. Irwin spoke chiefly of the con- fi
truction of culverts, illustrating his
emarks by plans, etc., of certain
culverts which were distributed ' n-
mong the eeuncillors.
Mr. Irwin also explained the law
and regulations regardirig entrances
to farms and 'water courses concern-
ed and with reference to hedges and
other obstructions. The County Road
Superintendent may enter into an
agreement as to compensation for re-
moval or may do so on application to
the county judges with consent of the
municipal corporations and recom-
mended that resolutions be passed
authorizing the County Road Super-
intendent to act.
Several questions were asked Mr.
Irwin with reference to difficulties in
regard to removing obstructions.
The Warden expressed his appreci-
ation and that of the council for Mr.
Irwin's instructive talk.
A deputation from Lucknow was
present and very ably presented the
claims of that village public- library
to be included in the list of libraries
to which the county gives grants.

A communication was read from
Inapector Tom re change of Entrance
Examination from Westfield to Bel -
grave, owing to a recent outbreak of
communcable diseases in the former
section.—Referred` to Education Com-
mittee.
Under the head of enquiries Mr.
Spotton brought up the matter as to
what power the Warden had with re-
gard to signing petitions for muni-
cipal drains. This matter was furth-
er discussed by Messrs. Armstrong,
McNabb, McQuaid, Inglis, Geiger and
Neeb.
It was generally agreed that a res-
olution of this council authorizing the
Warden to sign such drainage. peti-
tions would be required and sufficient
to cover the required procedure in
such cases.
Mr. Geiger brought up the question
as to the work of the Road and Bridge
Committee re a certain bridge on the
pecond concession of Stanley.
Mr. Hanley, as chairman, said that
the Committee had not yet been called
owing to some misunderstanding as to
jurisdiction, but that the matter
would be attended to as soon as pos-
Iible.
Moved by Messrs. Johnston and Mc-
Naughton that in regard to mort-
gages held in the county which are
now overdue, or having interest' over-
due, the solicitor be instructed to col-
lect all moneys, and to foreclose on
mortgages if necessary to do so.—

the south end of the street on London

The reply was that only one had
not been paid to date.
Mr. Geiger asked if the Good Roads
Commission had attended the con-
vention and whether there would be
a report. .

after stock belonging to all inmates

Dr. Milne claimed the township or
municipality, which' paid the bill,
should be re-imbursed by the county.
Mr.' Douglas brought up the mat-
ter of who was responsible for acci-
dents to workmen workirfg under the
Highway's Department Act. ' Would
the County be liable under the Work-
men's Compensation Act?
It was held that the County is
liable for the accident.
Mr. Spotton brought up the ques-
tion as to who was responsible. for

Thursday
On Enquiries, Mr. Tipling spoke
of the waste of time in discussions
and suggested that the rules of de-
bate be more strictly adhered to in
future.
The House of Refuge Committee
reported and the report was taken up
in Committee, with Mr. Baeker in the
chair. The report was adopted.
The Special Committee appointed,
re police magistrate's office, reported
through its chairman, Mr. Robertson.
The report was discussed in com-
mittee and on motion of Messrs.
Johnston and McQuaid was adopted.
Moved by Messrs. Baeker and Er-
win that a by-law be passed at this
session granting ,the village of Brus-
sels $2,000 for the improvement of
Turnberry Street, now under con-
struction.—Referred to Good Roads
Commission.
Moved by Messrs. Klopp and Geiger
that Zurich Public Library receive the
back grants for 1920-21-22 at seine
rate as other libraries have received.

Moved by Messrs. Spotton and Mc-
Quaid that the County Auditors audit
the accounts every four months, he -

Mr. Webster, who has charge of
construction on the Huron Road, was
present, and was asked to address the
council.
Mr, Webster spoke to the council
with reference to the increased width
as provided by the Highways
He contended that the additional
width was necessary to insure thirty
feet of roadway and provide room fqr
telephone and telegraph poles and
drainage.
Under the head of enquiries, Mr.
Geiger asked who was responsible for
purchasing the road machinery for
use on the County Road.
The Warden and Engineer Pat-
terson said that small machinery was
purchased by the Engineer, and large
machinery, such as graders and
crushers, were purchased by the En-
gineer and Good Roads Commission.
The Special Committee report was
taken up in committee with Mr. Hays
in the chair. The report was adopt-

Moved by Messrs. McQuaid and
Armstrong that this council mem-
oralize the Provincial Legislature to
amend the House of Refuge Act, so
as to give the head of the munici-
pality or some oder person appoint-
ed, more authority and to safeguard
him from prosecution when commit-
ting parties from the municipality
who have land or means and are not
able to take care of 'themselves, and
further that a copy of this memorial
he forwarded to the County Clerks of
the different centres of Ontario. --

Moved by Messrs. McNabb and
Klopp that this council withdraw its
opposition to the widening of the Pru-
vincial Highway through Huron Coun-
ty as expressed in their resolution of
January 24th and thatno action to
the contrary be taken as to the wid-
ening of Provincial Highways in
Huron County.
It was agreed to allow the amend-
ment to stand, but te take the yeas
and nays on the main motion of
Messrs. McNabb and Klopp, which
resulted as follows:

deem it expedient for the better im-
provement of the township or Coun-
ty Road to establish`a municipal drain
to take the initiative „and •have the
power to sign the petition.—Carried.
Moved by Messrs. Klopp and Mc-
Nabb that as Mr. Griffin has been
dismissed from the position of gaoler
by the Ontario Legislature and as we
believe the case of dismissal of an
efficient officer on account of age, that
the Legislature should provide super-
arnuation for him, we request that
the Legislature he asked to provide
the same.—Carried.
Moved by Messrs. Johnston and
Robertson that this council has learn-
ed with regret of the serious illness
of Mr. S. B. Stothers, Agricultural
Representative, and sincerely hope
for his speedy recov,ery.—Carried.
It was decided to hold the annual
county council picnic this year in
Goderich on the 28th of June.
The council having concluded the
work of the June meeting rose and
led by Reeve Erwin, sang the Na-
tional Anthem, end on 'motion of
Messrs. Buchanan and McQuaid, ad-
journed to meet the first Tuesday in
December at 3 o'clock p.m.

Special Committee re Transfer of
Prisoners.
The committee appointed to deal
with the transfer of prisoners report-
ed as follows:
With the object of ascertaining the
possibility of carrying out the ar-
rangements for transfer of prisoners
to the County of Perth, your com-
mittee visited the couhty council of
Perth in session at Stratford in April
and laid before that body the desire
of this council a- expressed by resol-
ution at the January meeting.
The Committee was recced with
courtesy by the Council of Perth and
fully entered into the discussion of
the matter and promised considara-
tron of our rerine.st.
The matter was subsequently re-
ferred to a committee of that council
and your committee has been appris-
ed of the concert eon come to with ref-
erence to the c ua litions under which
the proportion would be entertained.
After due coredderation of that re-
ply and taking everything into con -1
sideration both favorable and unfav-,
citable your committee arrived at the
conclusion that the arrangement 1
wcuid be impracticable at present.

office for the Police Magistrate your
committee met on April 18th and laid'
before the'Police Magistritte the mat-
ter removing to Vie office secured
the Horton block on the Square.
Mr. Reid stated the matter was
subject to 'the approval of the Legal
Inspector of Offices and that he could
not accept or refuse until that au-
thority had been consulted, hence the
delay in making the change.
The matter has since been adjusted
and Mr. #eid has intimated his in-
tention to renrnve to the office ar-
ranged for in the aforesaid block.
• This office is composed of two small
offices in the front of the block and
one large one in the rear.
One of the front offices will be used
by Mr. Reid and -the other by his pro-
hation officer, Mr. Elliott, who acts
under Mr. Reid, in the Juvenile Court
work. Mr. Elliott can also use this
office in connection with his Children's
Shelter work.
The Ia'rge office to the rear can be
used by Mr. Reid as A Court Room,
an accommodation much needed in his
work.
These offices have been offered to
us at a rental of $25 per month,which,
considering the income from fines re -1
turnable to the county by the Police
Magistrate and that we have to pro-
vide office accommodation for both .of
these officaers, we hope the arrange-
ment will be approved by the council.
Owing to the urgent request made'
to the council to procure other accom-
modation, we made the best possible
useofthe recess in securing these
calices and we trust if the capncil ap-
proves our arrangement that the
transfer may be made by the first of
July and the 'Witness room in the
Codrt House returned to the Court
Authorities for the use intended.—C.

Good Roads Commission.
The report of the"Good Roads Com-
mission was as follows:
The committee met on April 13th
and decided to 'purchase 5,000 feet of
E C. fir for bridge plank and oil for
villages applying.
We also decided to purchase a con-
crete outfit for the county so that
wc.rk could be done by day work.
That the Warden be authorized to
sigp an amendment to the agreement
with Wingham making the payment
of debentures for twenty years in-
stead of ten, and the county has no
objection to the change from 5 1 per
cent. to 6 per stent.
The Commission met on May 8th
and decided to buy a stone crusher
from the Dominion Road Manufactur-
ing Company, of Goderich.
. Re claim for damages of W. E
Sanders, of Ethel, we recommend no
action.
Re motion of Fear and Milne re-
garding a grant of $300 be maiYe to
the village of Blyth for drainage, we
recommend that this be granted.

The Education Committee recom-
mended the following accounts be

the Clerk have printed forms mailed

out a detailed statement on these
forms of theemoney expended.
We also recommend that the ex-
amining board for High School pur-
poses in East Wawanosh be moved
from Section No. 6 to No. 17, East

We have examined and audited
cheques from No, 1 to 83 and find
them correct according to vouchers,
and the entries of same in the books
of the Inspector of the County Home.
We have granted the manager the
sum of $40 for upkeep of car for
the year 1923.
Re request of the manager for an
increase of salary for himself and the
matron, we recommend that no action
be taken this year.
Re tender for supplies for County
Home, the following tenders were ac-
cepted: Groceries, W. T. O'Neil;
meat, S. G. Castle; bread, W. H.
Rivers.
We find that the sewage disposal
cesspool tank and drains are in a
very unsatisfactory *condition and are
not sanitary. We have had County
Engineer Patterson draw up plana
and specifications for 'a new and up -
to -date -septic tank with lateral drains
for a safe and sanitary disposal of
sewage, and would recommend that
ame be installed immediately.—

Re resolution of Ontario, County
Council petitioning the Ontario Legis-
lature to amend the. Cofssolidated'
School Act, this Committee would re-

ister of Education.
Re memorial of the County of Perth
asking the Ontario t,overnment'to pap
50 per cent. of transmitting Hydro
power to villages and hamlets, where

Re resolution of the County Council
of the County of Welland asking that
