Too Toronto World used to be fairly in: . dependent and moderately just in its criti- cism of its opponents. Of late, however, it has become one of the most unjust and ' - ' . crazy ,ranters in the Tory ranks. That there is some cause for this 'Change is obvi- ous, bat what that cause . is, it is not worth . I while to enquire just now. Ve simply do. . : sire to crive a sample of thd World's criti. . 0 1 aisms, and it may be taken s a fair. :peci- men of much of the criticiIa a leveled t the I Ontario Government, and which, while: it . looks plausible, is-untrutbfirl and unjust. I The World says: I . " Premier Hardy must be given to under. stand that -he will be no lonler permitted to plunder the muuicipalitie. . During the past two or three sessions . 6 b as crtpped the towns and cities of Ontalrio*by depriving them of the right to collect taxes from big n and wealthy corporatio is, hich are more able to bear the burden than individual . citizsna. Premier Hardy' recent amend - t, t, ment of the Assessment Ael was a fraud on the people. As far as Toronto is concerned he virtually transferred fro I -the city to the Government the power to I ollect tares on i millions of our assessmen . Juat an well might be hame obligated his city to hand over to the Government so ;rnany thousand dollars yearly. Nor is this I the only fraud the Ontario Government has, committed on the municipalities.. No municipal council can undertake to light its Areets by elec- I . tricity without first, purehaiing the plant of I existing electric light companies. The muni - I cipalitieB'have been plundered by. the Gov. ernment for the express purpose of strength. ening it% hands with the electorate, or I rather with the money power which is snp- poised to control the electorate." . Now, let us age what the Qovernmorit has - done to call forth this ranting, abuEe and I I much more of the same kilid.. It will be 4 I I noticed that two measures!passed by the I ' Legislature, at its last 8essiors, are specially referred to. The first measures took from I certain city municipa, lities the power to tax I the incomes of certain companies, and gave this power to the province. ', Toronto was ! one of the cities particularly i eected. Ow. l ingtoau anticipated decrease in the rev. i - I I i ennes of the province on account of the leg- ! itlation requiring the timber :on all Grown : . , lands to be manufactured in , the province, . ; instead of being ratted to the; United States ' I . i to be manufactured in the mills of Michi. gan, the Government fon'nd it necessary to levy a tax upon loan and insurance com- 1, I 1: panies and other corporations. They also found that,. although the head offices of -these companies were located in Toronto ff and other cities, the greater proportion of [ their business came from Outside- munici- - palities. The cities, however, asses8ed and .collected taxes on the whole business. In . this waV the people outside of Toronto and -the Other cities, where these companies have their headquarters, were being forced to contribute ta the support of the municipal government of the cities ; to aid in buildirig and repairing'theirs tree ts, -their walksaDd -their public buildings, and in paying their officials. In this way Toronto collected, annually, many thousands of dollars. The Government took to itself this revenue and deprived the cities of it. Hitherto il was collected by the cities and went to maintain their municip3.1 government. Hereafter it will be collected by the Government, and will be uped to aesiat in 'maintaining the I asylums and Other public institutions of the i I f province. In other wards, the revenue , which is coiAributted by,tbe people of the I province at large, and, which has hitherto t gone into the coffers of tle city of Toronto, t will hereaf ter go into tic provincial treas- S ury, and will be used for the benefit f a those who contribute it. And this is one of t the measures which the Government is a' e bitterly condemned by the World for pas - a V ing, and this is what the World is please a I to designate as 11 planderibg the munio - . ". pailities." We fancy tie World will not have many sympathizers outside of the e I it, 8 of Toronto. . u M The second law whic the World con- G demns is what is known 6s the Conmee bill, si It was introduced by a Fprivate member 0 b the Legislature, and is so just and fair tha E it received the almost unanimous assent o h I the House. It we'remember aright, ever a Mr. Whitney did not Oppose it. It pro. e Ivides, 'that, where electric lighting' plants in a , re now in operation by private individuals b I or corporations,* and tha municipality de ti 1 sires to start a plant of Us own, the munici co . pality must first purchase the private plani m at a valuation to be fixed by arbitrators ap.
