Bayfield wishes to utihze it by building this branch railway Under the auspices of thel Grand Trunk Company, and I have no doubt but the able manager of that line—Mr. Hickson—would. find a way to !render it profitable to the com- pany, end of very great advantage not only tdBayfield, but to the surround- ing toWnshilia. There are few inland places, whether villages, towns, cities or townships that fail to recogaize the advantages of haviug access by rail to the nearest harbor !Within their reach. The city of Londoft and the surround- ing °mintiest of Middlesex and Elgin felt this when they built, at their own expense, the London and Port Stanley Railway—a line 20 miles in - length— giving easy access te the port, and thus securing to the mere tveyance by water for 'merchandise from th .land and from othe And this railway hass been of immense advantage to the citizens of London in general by the cheap conveyance of the article of coal alone. They had. already the Great Western., land the Grand 'Trunk lines, but theY. saw the advant- age of the port and huilt the railway. I was pot aware that Bayfield was such a "seneational and romantic village" as represents it, or 40mething else:" very rotas. tic !in building railways, near has Bayfi ld been very exacting upon t e resources of , the township. If the pe ple ask a moderate bonus from Stanley! to assist in con- structing this railalay, which they be- lieve iivill, in connection with t e har- bor and the liberal 4erms offere by the Grand Trunk, be efimuch advaita,ge to themselves and a !fiery great conveni- ence and advantageito the surrounding country, they are not attempting to throw' the weight :o the_ burden upon the shoulders of th se from 'wham as- sistance is asked. 1 They have :passed a by-law granting al bonus of . $10,000, which requires a este of eight naills on the dollar, -whilst the bonus asked from the township reqinres only a of one mill, or 1 -30th part of one cent on the dollar. At this meeting the solicitor of the Toronto, Grey and Bruce Railway was present with a petition from the requieite number , of ratepayers, asking for , the submission of a by-law for $7,500, to aid in Widening the guage and to make a connection with Wing - ham; a ddsta, nce of 4a miles, to be run upon conapletion by the Grand Trunk Railway. After eonsiderable discussion theCouncil refused to submit the Surely an -arbitrary measure. The eompany offered to pay expenses if the by-law was defeated. There could, tlieaefore, be little or no loss to the township in having the question dis- cussed upon its merits fully and fairly, and if it was found upon calm investi- gation. that the scheme was not worth the Money asked for, then vote accord- ingly. The' company was prepared to bind themselves to ask no money until only that the debentures should be handed over to three trustees, two of whom are already; appointed, viz., the Hon, Messrs. Mackenzie and Howland, the third to be appointed by the muni- cipaaities who vote the by-laws. It is well known that the by-law for the Wellington, Grey and Bruce was cal - tied by a close majbrity, and that the owners of the la,rgsist half of the as- sessed value of the township were in the minority against the by-law, not- withstanding in addition to Dayine the above bonus they Nloted a sectiona by- law of $5,000 to aid the narrow gnage railway. They knew that a broad guage railway was the best adapted to carry on the business of the country, but it was the narrow guage or none, and they had to content themselves with what they could get. I3ut it cannot be dis- puted that the smaller railway has kept the other somewh t in its proper place. The rates were lo end. at Harriston other points hkewi e upon its appear- ance. If the arnount saved to the township of Turnberry could be got at correctly, it is uot too much to say thaa$5,000 has been saved to the whole township two or three times over by the expenditure of that money. If Such has been the effect with a weak com- pany never properly equipped, it is rea- sonable to expect that a road run by the Grand Trunk BailWay would give better results, so that the expenditure of the tomparatively small amount of money asked would ultimately prove a good investment.
