Council defers housing plan

VARNA — Before a large crowd of
residents in the hall side of the
Stanley complex in Varna Monday,
the Bayfield Meadows development
proposal was deferred by council
until standards have developed for
medium and high density zoning in
the ward of Bayfield.
The motion followed several resi-
dents telling council that the propos-
al is not supported by Bayfield resi-
dents and that it doesn't meet the
Bluewater Official Plan or Bayfield
zoning bylaws.
The meeting was opened by plan-
ner Craig Metzger who said while
there is significant opposition to the
development, it does conform to the
Official Plan, and suggested there
was room for a compromise, saying
there was more than one layout pos-
sible.
But residents made their feelings
clear as speaker after speaker
described the proposal "as a radical
change," "if you approve it you are
allowing developer Joe Durand to
create public policy," and "a flagrant
abuse of our democratic rights."
President of the Bayfield
Ratepayers Association and mayoral
candidate Janet Snider told council,
"amalgamation only works if there
is sensitivity to local issues...you
don't understand what is at issue
here."
Snider added that Bayfield resi-
dents "are not opposed to change. It
is our right to manage that change."
In a recorded vote, the motion to
defer the proposal passed with
councillors Dave Johnston, Bill
Martin, Jim Fergusson, Bill
MacDougall, Rod Parker and George
Irvin voting in favour with Mayor
Bill Dowson, Deputy Mayor Paul
Klopp and councillors Marg Deichert
and John Becker voting against.
After the vote, Dowson spoke to
the audience saying, "It's my village
too. I have strong ties to
Bayfield...don't tell me I don't know
Bayfield."
Dowson added he wasn't sure the
majority of residents agreed with
those in the audience.
Budget passes
In other business, the 2006
Bluewater budget was officially
adopted Monday night with the
passing of the budget bylaw.
The budget has a net expenditure
of $3,932,665, a 3.78 per cent
increase over the 2005 amount of
$3,789,307.
With 2005 a re -assessment year,
the Bluewater Current Value
Assessment (CVA) for taxation pur-
poses in for 2006 increased by
$170,019,905 due to growth and re-
assessment in the municipality.
The 2006 CVA is $1,192,270,350,
an increase of 16.63 per cent over
the 2005 CVA of $1,022, 250, 445.
For a residential property with a
100,000 CVA , the amount of taxes
for the year 2006 would be $416.43,
a $60.85 decrease from 2005 or
12.75 per cent lower.

A Municipality of South
Huron garbage truck
was involved in an acci-
dent May 23 at about
10 a.m.The vehicle skid-
ded off Highway 83 just
east ofAirport Line and
rolled over in the ditch
in front of the Exeter
Cemetery.The driver of
the truck, a 43 -year-old
South Huron man, has
been charged with
careless driving. He
received minor injuries
in the accident.
