Prevent Floods 'Until forests have been planted on the watersheds—sometimes 100 miles or more from the areas which are damaged by floods at present— the floods will continue. While they do, reports will continue to de- scribe the disturbances each spring. Sonie people flee to higher land while others, like those reported from Chatham, pray as the waters continue to rise. Neither course fully meets the demands of the sit- uation. Why not try intelligent re- forestation?—Peterborougn Exam- iner. Stops Bad Checks For the third time in five months Florence Engers, Chicago cur- rency exchange expert, was re- sponsible for arrest of a sus- pected bogus check artist. Here she shows you how she held the last one, a husky brunette wom- an, at bay while police were called. New Mold Chiecks Undulant Fever Dr. Grace A. Beal (University of Chicago) reports to the Society for Experimental Biology and Medicine that she has dis- covered an antibiotic which may be a remedy for undulant fever, a disease which farmhands may con- tract from infected cattle and pigs. The new antibiotic conies from a mold. It probably belongs to the aspergillus group, which was found in the soil of an enclosure in which there were cattle that were infected with undulant fever germs. READY, AIM, FIRE—NO HARM 1211 Testing bullet-proof vest he recently perfected, Bernard Spooner takes aim and fires at Leo Krause, employe of the Spooner Com- pany, ompany, in a recent demonstration for Philadelphia, Pa., police. Bullets dented, but did not pierce, armored plate. SPOTS OF SPO By FRANK MANN HARRIS ("A Sixbit Critic") Our new Ontario Athletic Com- missioner is to be Sylvanus„Apps; and it is extremely doubtful if any appointment Premier Drew could have made to that too -long vacant post would have met with more widespread approval. The general feeling seems to be that it couldn't have happened to a 'nicer guy—the only voices of dissent we have heard coming from a few citizens who were personally craving the job. * * * There was a time when it was widely held that, in order to be tough athletically, you also had to be personally tough. Syl Apps is shining proof of the fact that those days are passing, and that a decent code of morals and manners does not by any means automatically brand the possessor of same as a sissy. His example, in the past eight or ten, years, has probably done more real good to the youth of our fair Province than severai tons of sermons, inspirational talks or, for that matter, newspaper columns. * * * Just what sort of a job Apps will do must depend, to a large extent, on the nature of the powers the Government sees fit to confer upon hint—on whether they make him a real boss, or just a decorative figurehead. We remember one pro - motor who used to say that the body Apps succeeds should be call- ed the Ontario Athletic "Percent- age"—rather than Commission—on the grounds that all it ever did was to collect its cut of the receipts; and there was more than a grain of . trutb in his clahn, * * * Commissioner Apps might be well advised to note that he is going to be dealing with a lot of citizens whose ethical codes are considerably different .roti leis ow11 —that he is about to dabble in circles where trying to outsmart the •other fellow' is both first and second nature, and where the double-cross is not only common- place, but expected. As an illustra- tion of the type of mentality we refer to, we cite the authentic case of a boxing manager we'll call Heinie * One afternoon, down in the pad- dock of a race track not more than forty miles from Toronto, T-Icinie '• could be hearer loudly and fluently cursing Jimmy Soandso, owner of a, horse that had just won the pre- ceding race. Asked just how So- andso had wronged hint, Heinie proceeded to tell a most harrowing tale. * * * "I know this Soandso pretty good," he said. "So just before the last race I go to him and ask him is he gong to bet on hs horse And Soandso says to me, Sure, he's got Ts a nice bet on this horse and expects him to win easy. So of course, when he talks like that, I naturally figure that he hasn't got a thin dime bet, and the horse won't be trying a lick So what happens? So this happens. It turns out that the dirty doubiecrosser is telling me the truth. So the horse steps out and wins in a common canter—and I'm left with a hundred -buck ticket on the thing that finishes third!” * * * So in congratulating Syl Apps on getting the position—also the posi- tion on getting a man like Apps— we take the liberty of extending a friendly warning to him to walk warily, and protect himself at all times—especially in the clinches. Mentalities like that of the afore- said Heinie are all to common in many of the realms of sport he wilt have to deal with; and the ways of the, Heathen Chinee, immortalized by Bret Harte, are' simple and forthright compared to those of many connected with the profes- sions of promotion and manage- ment. The white-tailed deer can run at a speed of 50 miles an hour for short distances, Labor in Norway Norway has had no major labor dispute for 15 years. More than half the labor force of the country is unionized, as compared with only a quarter in the United States, but it shares .with management a con. ciliatory attitude towards industrial problems. Unions, moreover, are liable to damages should they harm an employer's industry in violation of contract, and are open for dam- ages should they breach a con- tract.
