Health Unit Celebrates loth birthday
Reviews Progress Since 1949 beginning
A special occasion was quietly
observed at the regular meeting
of the Board of the Huron County
Health Unit in Goderich, when
Warden William Jewitt and Chair-
man R. Adair jointly cut a birth-
day cake topped with ten candles
to mark the completion of a de-
cade of public health service to
the people of Huron.
On. July 1, 1949, when the Unit
officially commenced operations, it
was Ontario's twenty-fifth Health
Unit and a little over half of the
province's population was served
by full-time health departments,
Today there are 33 health units
and 80 per cent of Ontario has
full-time service.
Initially Huron's Unit was locat-
ed in Clinton. With the erection
of a new Court House and County
Buildings at Goderich, however,
the Unit's headquarters were
transferred along with other pub-
lic departments to attractive space
In the new structure.
Branch offices for public health
nurses are located in the public
hospitals of Clinton, Exeter, Sea -
forth and Wingham with rental
paid by a National Health Grant.
Commemorating ten years with
the unit are two original staff
members, the Director and Medical
Officer of Health, Dr. R. M. Aldis,
and W. L. Empey who is Chief
Sanitary Inspector. Other senior
members of the staff are Miss L.
Jean Falconer, Supervisor of Nurs-
ing and Dr. T. R. Melady, Public
Health Veterinarian who have
served six and seven years, respec-
tively.
The present staff of the Unit
consists of the Director, eight pub-
lic health nurses, three sanitary
inspectors, the public health vet-
erinarian and two clerks.
The chairman of the 1959 board
is Roy Adair, Wingham, and mem-
bers include J .Morrissey, govern-
ment representative, and from
county council, B. Parrott, A.
Mousseau, J. Kerr; secretary -
treasurer is J. G. Berry, Huron
County Clerk.
A wide variety of services is
represented in the unit's functions,
ranging from classes for expect-
ant parents to supervision of rest
homes for elderly citizens.
Among its accomplishments, the
board is proud of a fluid milk
supply which now competes in qual-
ity with the best of the province.
It has recently endorsed the new
Meat Establishment Regulations
and intends to proceed with an
educational and enforcement pro-
gramme for the protection of the
public.
Excellent co-operation exists
with operators of eating establish-
ments, plumbing contractors and
many other individuals whose work
or service can greatly influence
the health of a community.
Not just school children, but
the whole population has benefit-
ed in some manner from the work
of the public health nurses. When
nursing staff is sufficient, the
board hopes to embark upon a
bedside nursing programme.
A working liaison is maintained
with all health agencies. For ex-
ample, the unit is a clearing house
for rabies information, and is a
partner with the voluntary societ-
ies in the broad field of health
education.
The unit operates on a modest
cost of approximately $1.80 per
person per year, of which 50 per-
cent is financed by the County and
the other half by the Province of

receives about $12,000 a year in
National Health Grants for spec-
