Canada Not So Dependent on USA

Contray to the traditional pat-
tern, it now appears that the level
of business activity in Canada sh-
ould not be considered as inevit-
ably dependent on that of the US.
according to the Bank of Mont-
real's Business Review for Feb-
ruary, just issued.
Rather, says the review in dis-
cussing the degree of recovery
from recession in both countries,
the two economies seem to res-
pond independently to similar in-
fluences.
"In Canada, the recession of
1957 began earlier, extended over
a longer time and was less severe

in degree than in the US. And
it has now become clear that the
Canadian recovery got under way
sooner but has been more mod-
erate," the bank says.
Considered only in terms of the
money value of aggregate output,
it can be said that Canada—un-
like the US—did not suffer reces-
sion. But quantitatively, trends of
output were less buoyant because
throughout 1957 and in the early
months of 1958, consumer prices
rose steadily, the B of M points
aut.
On the other hand, "the resur-
gence of national production" in
1958 contained practically no el-
ement of price inflation, and "in
both countries, the rise in con-
sumer prices after April was so
small as to be inconsequential,"
the review adds.
Employment More Stable
Further evidence that Canada's
level of business has been firmer
than that of the US is seen in
employment figures, the B of M
says, which show this country's
trend of employment has been
more stable than that south of the
border.
"In both countries, moreover,
the increase in total output last
year was achieved with a less than
commensurate increase in employ-
ment. To some extent this reflect-
ed a lengthening of the average
work -week in manufacturing, foll-
owing a shortening of hours dur-
ing the recession. But in addition

it reflected significant gains in the
productivity of the average work-
er.'
Throughout the period, personal
expenditure on consumer goods
and services, accounting for the
final purchase of about two thirds
of all national output, proved to
be "one of the steadiest sources
of strength" and personal outlays
for services mounted consistently
in both countries.
Summarizing, the review says
it seems evident that the recovery
which got underway in Canada and
the US early in 1958 proceeded
through the closing months of the
year and over the threshold of
1959.
"In both countries," it adds, "a
revival of interest in new automo-
biles and buoyant retail sales in
general suggest that consumer de-
mand has strengthened, and bus-
iness inventory change has likely
become a more positive influence.
"These indications argue well
for continued moderate increases
in output, employment and income
in the months ahead. Even more
important for the two North Am-
erica economies in the longer run
could be the possibility of adding
to the gains in productivity and
preserving the comparative stabil-
ity of prices that marked the
past year the B and M review
concludes.
