Two Huron Board of Educat-
ion teachers who spent three
weeks this fall attending a phys-
ical fitness seminar in Russia
told Board members of their
experiences Monday afternoon.
Ron McKay, principal of Hen-
sall Public School and Bill
Weber of the physical education
department of Central Huron Sec-
ondary School in Clinton said
the priorities in Russian sports
were much different than in Can-
ada.
McKay said, "their big prior-
ity is on winning in Internat-
ional sports competition. We have
been fortunate to compete on
their level and stay close in
recent years. I would say in three
years a National Hockey league
Lam wouldn't win a game
against the Russian national
team."
Russian youngsters get twice
as much time in school physical
education as Canadian boys and
girls. McKay said the emphasis
on gymnastics is on the seven,
eight and nine year old children.
All levels spend about 70 hours
per year on the various activ-
ates while in Huron County
the average time is about 35
hours. •
The school year in Russia is
broken into three terms with a
month's holiday after each term.
To make un some of the extra
holiday time they go to school
six days per week.
Physical education is a compul-
sory subject throughout Russian
schools. Pupils showing promise
in a particular sport are encour-
aged to attend a school specializ-
ing in that particular activity.
Good athletes from the various
schools are then encuraged to
attend snort boarding schools.
Outstanding competitors from
the boarding schools are sought
by the various sports clubs.
The two Huron men said bid-
ding among the five or six top
sports clubs in the Soviet Union
is keen for promising Internat-
ional athletes. They listed the
sports clubs as Dynamo, Loca-
motive, Red Army, Spartak and
Burevestnik.
The emphasis on teacher train-
ing and sports coaches is also
very high. They have 23 institut-
ions to prepare specialists and 84
faculties at Teacher Colleges.
Physical education is ranked
third in priority in Russia, behind
language and mathematics. In
North America, P.E. is ranked
somewhere from twelfth to fourt-
eenth.

Individual coaching is carried
out in most sports. Bill Weber
said, "in most activities there is
one coach for every three athletes
and in tennis it is one to one,

The Clinton teacher went on
to say, "I was impressed with the

sport has its own gym."
APPROVE FIELD TRIPS .
Three school field trips were
approved Monday. About 25
members of the South Huron
District High School Junior
Outers Club will be leaving
Friday for a three day stay at
the Gord Johns farm, north of
Wingham.

Although police reported
there was very little vandalism
on Hallowe'en. someone in Hen-
sall area, probably with a sick
mind, was handing out danger-
ous Hallowe'en treats.
Exeter OPP were called in
to investigate the presence of
a heavy type sewing needle in
an apple given out to a child on
Hallowe'en.
Paul Snell. age 11, brought
home an apple which his mother,

REJECT MILEAGE HIKE
A recommendation by the Hur-
on County Board of Education
Chairman's Advisory Commit-
tee to increase the mileage rate
for members and employees to
18 cents per mile was defeated,
Monday.
The current rate paid for use
of members and employees
privately owned vehicles is 15
cents per mile.
Trustee John Elliott of Blyth
was the first to oppose the prop-
osed increase saying, "with other
negotiations going on I don 't
think :this is the time for an
increase. There have been no
recent increases in costs. Gasol-
ine prices at least in our area
have remained steady."
Agreeing quickly was trustee
Charlie Thomas. He added,
"Any increase would have to
be justified by actual increases
in operating costs."

Cochrane told Board members
the average rate paid to Prov-
ince of Ontaio employees is
17 1/2 cents per mile. Trustee
John Westbrooke added, "I
learned today that the County
of Huron pays 17 cents per mile
or $60 per month and 12 cents
per mile."
The matter is being referred
to the management committee
for further study along with
proposed increases for board
operated school buses and bus
contractors.
