Modifications to Home Renewal program

Rhodes announced modi-
fications to the Ontario Home
Renewal Program (OHRP) that
extend homeowner eligibility,
provide for deferment of re-
payment in cases of undue
hardship, and eliminate the
"piggy -back" or integration
provision of OHRP with the
federal Residential Rehabilita-
tion Assistance Program
(RRAP).
The modifications also enable
the survivor of a deceased
owner who has participated in
the program to continue repay-
ment of the loan instead of
requiring immediate payment
in full.
According to Rhodes, the
most important change is the
extension of homeowner eligi-
bility which enables municipal-
ities to provide loans to home-
owners who have purchased
dwellings under the Veteran's
Land Act.
The changes also mean that
those who have purchased a
house on leased land can
particular impact in northern
particular impact in norther
Ontario where many homeown-
ers lease crown land on a long-
term
ongterm basis.
Eligibility is also extended to
include those individuals who
have been willed a "life estate"
in a home.
Under the revised regula-
tions, the Housing Minister is
empowered to defer or forgive
all, or part of any OHRP loan
provided it can be demonstrated
that continued repayment con-
stitutes undue hardship to an
owner.
In addition, the revised
regulations give a municipality
the option of taking a promis-
sory note for any loan in lieu
of a lien •against the property.
The same provision applies to
the minister and is applicable in
the unorganized regions of
Ontario where the province
administers the program direct-
ly. The elimination of the "Pig-
gy -back" or integration pro-
vision with RRAP results from
the federal decision to increase
the maximum loans and forgive-
able portions of its program.
Previously, OHRP loans were
not to exceed $7,500 less any
federal funding. Now that the
federal loan maximum has been
raised from $5,000 to $10,000,
the need for this type of inte-
gration has been eliminated.
Nevertheless, OHRP will con-
tinue to provide loans at inter-
est rates that are geared to
family income and range from
no interest for adjusted family
incomes of $3,000 and less to a
maximum of eight per cent for
incomes of $8,001 to the OHRP
ceiling of $12,500.
Under OHRP, the province
provides loans on a per capita
basis directly to municipalities
that administer the program.
Loans are made available to
homeowner/occupants with an
adjusted family income of
$12,500 or less to upgrade their
dwellings to acceptable munici-

and to upgrade plumbing, heat-
ing and electrical systems in
the owner -occupant's home.
OHRP extends home renew-
al possiblities to owner occu-
pants in any municipality
in Ontario, urban or rural,
which has either adopted a pro-
perty • maintenance standards

To date 423 municipalities
have joined the program and
more than $36,000,000 has been
provided by the provincial
government for home renewal.
