Zurich Citizens News, 1976-10-20, Page 10Page 1Q -Citizens News, October 20, 1976 Homme warranty act to Warranty protection for buyers of new homes and condominiums comes into effect December 31, 1976, Sidney Randleman, minister of Consumer and Commercial Relations an- nounced recently. Mr. Handleman said the sec- tions of the Ontario New Homes Warranty Act requiring registration of all builders have been proclaimed, and builders of homes and condominiums must be registered with the program before December 31 if they ex- pect to carry on business in this province. The minister also designated the HUDAC New Home Warranty Program, a non-profit cor- poration, to administer the Act. This creates the first mandatory, industry wide, self-regulating program in Canada. One ministry representative will sit on the corporation's board of directors. The other members will represent The Consumers Association of Canada, the building industry, municipalities, and associations of mortgage lenders, loan and insurance companies. The self-financing program provides a warranty that homes and condominiums started after the end of this year are free from defects for one year and from major structural faults for an additional four years. PI r Buyers' advance payments to the builder are protected and a compensation fund will pay damages if the warranty is breached. The registration of builders who do not meet standards for registration, or whodefaulton the warranty, will be revoked py the corporation. Complaints from home and condominium buyers will also be handled by the cor- b rorlaimed pora tion. Because the program is mandatory, the government will protect the rights of both builder and buyer by allowing either party to appeal corporation decisions to the Commercial Registration Appeal Tribunal (CRAT). You had to root through the people to mealr. n d a Potatoes are often taken for granted - at least when it comes to planning a menu. But, for a change why not plan the meal around a baked potato! A steaming hot, fluffy, baked potato adds enjoyment to any meal and in the same hot oven you can cook vegetables, casseroles, poultry, roasts or desserts. Potatoes are adaptable! They can be cooked at oven tem- peratures ranging from 325 degrees F to 425 degrees F, depending on the foods to be cooked with them. It's helpful to remember that it's the higher temperatures which produce a crispy skin and fluffy, dry in- terior. Have you ever thought of a baked potato as a "convenience food"? Yet, what could be easier to prepare; just scrub thoroughly and pierce skin with a fork before popping onto a rack in the oven. For a baked potato with a soft skin. rub a little butter over it before cooking. A true baked potato is not wrapped in foil, The foil holds the moisture in, and so cooks by steaming rather than baking, resulting in a soggy in- terior. If you want to serve the potato in foil don't completely wrap it before baking. Leave the top open and prick the potato to allow some steam to escape. Food Advisory Services, Agriculture Canada, suggest potatoes can be baked at the following temperatures. So plan a meal that can also be cooked in the same oven. At 325 degrees F, bake 75 to 85 minutes; at 350 degrees F, 55 to 65 minutes; at 375 degrees F, 50 to 60 minutes; at 400 degrees F, 45 to 55 minutes; at 425 degrees F, 40 to 50 minutes. After baking, make crosswise or diagonal slits in the top of the potato and pinch to allow steam to escape, The following toppings are delicious with baked potatoes: - two tablespoons dairy sour cream or yogurt mixed with one tablespoon green onion or chives; French dressing; process cheese spread; butter sprinkled with paprika or dill seed. For baked potatoes with a different flavor,. Food Advisory Services have developed "Cheese Stuffed Baked Potatoes" and a variation "Bacon and Mushroom Stuffed Baked Potatoes". Cheese stuffed 6 medium baked potatoes (about 2 pounds uncooked) 2 tablespoons butter Salt and pepper 1,3 cup milk 3%4 cup grated cheddar cheese 2 tablespoons chopped green onion Cut a slice from top of each potato and carefully scoop out center. Mash with butter, salt, pepper and milk until light and fluffy. Add cheese and onions. Fill potato shells with mixture and heat 15 minutes at 400 degrees F. 6 servings. Bacon and mushroom Make as Cheese -Stuffed Baked Potatoes, but add 6 slices cooked crumbled bacon, and 2/3 cups sliced sauteed mushrooms (about 6 ounces), instead of cheese and onions.
