risen by approximately 8.5
percent. It is encouraging to
note that the municipal sector
obviously moderated its mill-
rate increases by a combina-
tion of tight budgeting, elimina-
tion of waste and the use
of liquid reserves. All govern-
ments will need to stay on this
type of course if the public
sector is to reduce or eliminate
its inflationary impact on the
economy and if we are serious
about our attempt to enhance
the productivity of the economy
in a competitive, international
environment,
The advance notice of 1977
Provincial transfers to local
governments sparked some
criticism amongst local govern-
ment officials, and opposition
members at the Provincial
level. There was some criticism
of the Treasurer for his ad hoc
approach to the needs of the
municipalities for funds where-
by the Treasurer provides them
with more money in good times
and encourages them to spend
more and then forces them to
cut back on their program in
times of. restraint. This ap-
proach to municipal financing
makes it impossible for muni-
cipalities to plan their financial
programs on a long range
basis and barely permits them
to know where they are going
from year to year.
The Treasurer has told the
Municipalities what they can
expect one year but they have
no idea what they can get from
him the following year. The
reference in his statement to
"wilingness to tax" is•in reality
based on the ability of munici-
palities to tax. The result of
this will be that those munici-
palities which are wealthier
and have greater tax capacity
will receive more.
Some critics expressed the
view that the Treasurer wants
us to believe that the Edmon-
ton Commitment is honoured
regardless of the year to year
vagaries in the funding of the
municipalities. When the Pro-
vince shows largess in any year
the Treasurer says the Com-
mitment is bieng honoured.

Commitment is defined as an
average over an indeterminate
number of years. Critics seem
to think that it is time to take
the responsibility for muni -
dna! affairs out of the hands of
the 'Treasurer who allegedly
has demonstrated that he is
more interested in using muni-
cipal financing as a political
football instead of as a means
of insuring an efficient and
equitable distribution of local
services and revenue sources
throughout the Province.
The Treasurer said that half
of the additional $330 million
will not go to municipalities
but to local. school boards
despite the fact that they are
experiencing declining enrol-
ments. We might ask whether
we can expect this, to pay for
ever increasing school adminis-
trative costs and whether we
will•ever see this money reflect-
ed in increase quality in the
classrooms. '
Obviously Housing are going
to continue to be very expen-
sive in Ontario as there is a
reduced commitment on the
part of the Government to
increase funds for this purpose.
According to some municipal
officials and opposition critics,
the $5 million reduction in the
amount of money available for
housing grants indicates the
Treasurer's questionable prior-
ities in this area.

Citizenship bill passed
With the full enactment of
Bill C-20 which has been passed
by the House of Commons
and is currently before the
Senate, Canada will have a new
citizenship law that is free from
all discrimination based on sex.
For the first time, residence
requirements for the acquisition
of Canadian citizenship will be
the same for an alien husband
or alien wife of a Canadian
citizen.
Any child born outside Cana-
da will be considered a natural
born Canadian if either parent
is a Canadian citizen. Either
parent, if a Canadian citizen,
will be able to apply for the
naturalized citizenship of a
minor child, retroactively to
any date if applied for within
the next two years.
In the case of joint adoption,
a child will be granted Canadian
citizenship if either adopting
parent is a Canadian.
Further, women who lost
their Canadian citizenship be-
cause they married an alien
before January 1, 1947, should
note that they can resume their
citizenship if they apply in
writing to the Secretary of
State.
