final meeting in Hensall planning series

Existing land use problems,
ays of rectifying them and
future possibilities for the land
are the main factors to be solved
in drawing up the Secondary
Plan for Hensall. These are the
facts that have colne out of the
series of , Workshops held for
planning the future development
of Hensall.
At the final meeting, chaired
by Reeve John Baker, the con-
flicting uses of land were again
emphasized. industry, commerce
and residential are continually
overflowing .onto each other,
in turn causing general high
traffic flow overloading local
streets.
To remedy this situation, the
Secondary Plan will zone areas for
residential, commercial, in-
dustrial and institutional develop-
ment. Thus areas with related
functions will develop, and
existing. incompatible uses will
he phased out, without disruption
to surrounding activities.
To this end, an Industrial/
Commercial Park is being con-
sidered for new enterprises and
to provide an option for the
expansion for existing concerns.
A second access road to Highway
4 would separate industrial and
local traffic and keep heavy
traffic away from residential
areas.
This Secondary Plan should
strive to strengthen the viability
and vitality of the downtown arca,
improved parking. improved
exteriors., more services being
sonic of the improvements
suggested. More single-family
dwellings and senior citizens
accommodations cane high on
the list for housing, but mobile
homes should be confined to a
mobile honk park.
Most people still like owner-
ship of a separate house and
large lot to ensure privacy --
condominiums are out for Hen-
sall. Small play -lots in residential
areas might be an advantage.
Annexation, or not, is still the
vital question. The existing
rural character, though enjoyed
by most, docs not promote
growth. Expansion is necessary
to provide housing and job
opportunities: increased popu-
lation is needed to provide more
and better services. A target of
2,000 people w ithin tw enty years
is suggested as the aim w ith
annexation.
From these suggestions,
gathered from all the various
Workshops. a draft plan w ill
be draw n up and brought to the
public in the fall.
Discussion w as conducted by
Roman Dzus, Assistant County
Planner, and was not lengthy.
The problem of drainage in the
south-east sector was aired and
assurance given that an adequate
storm -sewer system was coming
to Hensall.
In closing, Mr. Dzus stressed
again that any plan presented
would be aimed at reflecting the
general feelings of the public
and the township involved,
taking into consideration the
economics involved.
Huron to vaccinate 28,000
against swine flu threat
About 28,000 people will be
vaccinated against Swine Flu in
Huron County within tour weeks,
members of Huron County
Council learned Thursday at
the regular May session.
Deputy -reeve Bill Dale cif
Scaforth, speaking on behalf of
the chairman of the Board of
Health, Reeve Ed Oddleifson of
Bayfield who was absent, said it
was the hoard's understanding
about 5,000,000 persons would be
innoculatcd in Ontario within a
four week period.
"They are going to need many
volunteers," Mr. Dale continued.
The deputy -reeve then smiled
and said that if his services are
required, he would be pleased to
volunteer to innoculate the staff
at the court house first -and then
each of the county councillors.
• It was learned the county w ill
make application to the Ministry
of Health on behalf of the steering
committee of the Children's
and Adolescents' Mental Health
Services, for funds to finance the
employment of a full tinge director
of the Huron Centre of Children
and Youth,
This facility was promised by
the Ontario government at the
time the facilities at Goderich
Psychiatric Hospital were closed.
It will be financed 100 per cent by
the province, but the county has
to make application for the funds.
No site has been chosen as
yet for the facility. It is believed
that when a director is secured,
that person will make all the
necessary arrangements.
