the doctors are selected accord-
ing to areas at times unknown
to the doctors.
The letters ask for verificat-
ion that the patient was seen at
the time indicated by the doctor
and for the same illnesses. The
Ministry official said about 18
of 10, 000 letters show a discrep-
ancy. This is investigated furth-
er, first by the college of Physic-
ians and Surgeons then by the
government,
