Premier William Davis came
under heavy attack in the Leg-
islature from Opposition Leader
Robert Nixon and Stephen Lewis
Leader of the New Democratic
Party for riot assuring hospital
workers of a salary increase.
The Premier intimated that pay
increases will likely be recom-
mended by two Government
committees investigating salar-
ies and working conditinns of
Ontario hospital workers. The
report of the committees is not
expected to be ready before
May 6, but in the meantime
workers at 10 Toronto hospitals
could decide to strike. Mr.
Nixon asked Premier Davis is
to make a statement of good
faith asking the hospital workers
to stay on the job until the rep-
ort comes out.
A report tabled in the Leg-
islature by Attorney General
Robert Welch contains recom-
mended changes by the Ontario
Law Reform Commission which
would clarify what agreements
lawyers may make with clients
for payment of bills and how the
fees may be appealed if a client
feels he has been overcharged.
Mr. Wells said the proposed
changes mean a member of the
public or a lawyer can have an
account or agreement for legal
services reviewed by an approp-
riate Judicial officer in a way
that promises to be simpler,
faster and fairer than the present
system. The Ontario Law Ref-
orm Commission recommended
that a lawyer's bill should be
signed by him or by another
solicitor working for or with
him. Its language should be
simplified and it should be sent
by ordinary mail. Another rec-
ommendation enables a client
to apply for a review of the bill

by a County or District Court
judge or other review officer
within a year even if he has
paid part or all of the bill. It is
the lawyer's responsibility to
justify that his claim is fair and
proper. Another recommendatioi
compels a lawyer to give a
client all documents relating to
his case if he removes himself
from a case or is discharged by
a client. Previously a lawyer
who was fired by a client could
withhold the documents.
Another recommendation would
allow lawyers to raise the inter-
est they charge on overdue bills
from 5 to 7 1/2 07o.
Premier William Davis indic-
ated that the Ontario Govern-
ment is considering a possible
Government Industry consortium
similar to the Panartic Oils
Limited to explore for and
develop uranium in the Province.
The budget was expected to
be presented on the 4th of April,
but Treasurer John White has
re -scheduled this for the 9th of
April in order to have an opp-
ortunity to look at the econom-
ic consequences of the increase
in the price of gasoline and
heating oil by 7¢ a gallon.
Premier Davis has indicated also
that his Government is planning
some relief for people on low or
fixed income who might suffer
real hardship because of these
price increases. Opposition
members are awaiting present-
ation of the budget with consid-
erable interest for in the last
three years since Mr. Davis
became Premier, the Govern-
ment expenditures have increas-
ed 18% faster than revenues and
the Provincial net debt has grown
by 1225 to 1.7 million dollars.

debt growing by a further $720
million.
A statement read in the
Legislature by Premier Will-
iam Davis indicated that Ont-
ario wants Ottawa to relax
foreign ownership restirctions
in the Uranium industry. The
Premier said the restirctions
are inhibiting exploration for
uranium at the time when the
mineral is becoming an increas-
ingly important source of ener-
gy. Ownership guidelines limit
total foreign ownership of uran-
ium producers to 33 1/a7o and
individual foreigli holdings to
10/'e. Neither Mr. Davis nor
Energy Minister Darcy Mc -
Keough made it clear just how
far they wanted the restirctions
with respect to the ownership
of uranium mines and the grant-
ing of exploration permits shouk
be significantly different than
those applied to oil, gas and
coal where there are no such
requirements. The statement
was sharply attacked in the
Legislature by Liberal Leader
Robert Nixon, wondering wheth-
er it meant the government is
ready to let ownership and
control over uranium fall into
foreign hands. The Ontario
government report tabled in the
Legislature said incentives
should include higher market
prices for uranium, long term
commitments by Canadian
utilities and encouragement of
export sales.
The agreed price of $6.50
for Western crude oil by Can-
ada's first ministers will mean
an increase of 70 a gallon for
gasoline and heating fuel.
Liberal member Vernon Singer
said this was a phenomenal
increase, a shocking increase
for pensioners, welfare recip-
ients and other on low and fixed
incomes and asked what the
government planned to do to
help. Premier said he was very
cognizant of the inflationary
pressures on people on fixed or
low incomes and said the Prov-
incial budget which has been
postponed to April 9, would
reveal the government's financ-
ial program. It has been estim-
ated that 30 to 45 days of pet-
roleum products are in pipelines
refineries and storage tanks and
according to Premier Davis the
industry should maintain exist-
ing prices until current stocks
