Planning in Huron County is
developing as a process rather
than a set of rules or a static
event. No elaborate system of
red tape; no plans that just sit
on the shelves. A process is
geared towards change. It
starts with the involvement of
numerous interrelated factors,
combines them, and trys to
develop a better future.
The beginning of the process
started in late 1968 when Huron
County was established as the
designated planning area by
the Minister of Municipal Af-
fairs. Not 1 an overly dramatic
beginning, but critical to the
process. This action set the
stage for the preparation of a
country -wide plan to act as a
guide and promote planning
at the local level. Without the
establishment of the County
as the designated planning area,
planning at the municipal level
wnued have been fragmented..
and problems extending across
municipal boundaries could
never have been tackled.
The next phase of the process
was the preparation of an Of-
ficial Plan for the entire County
a first in Ontario. The purpose
of the Plan was to establish a
planing framework for both the
County and the Municipalities.
The Plan was prepared by G.V,
Kleinfeldt and Associates, plan-
ning consultant, and presented
in draft form in March 1971.
The next phase commences
review at the local level. This
review was carried out both at
the local council level and at
public meetings. In July three
public meetings were held to
give the public the opportunity
to voice their comments dir-
ectly. This review led to
changes. The draft Plan was
amended.
The next phase is presentation
to County Council. Accept-
ance at this level sends the
Plan to the Department of
Municipal Affairs fox provincial
scrutiny. Acceptance at this
level makes the Plan the "Of-
ficial Plan" for Huron County.
The process continues; but it
does run itself. The catalyst
behind this action is the County
of Huron. Planning Board. The
Planning Board came quietly

ning area. It has engineered the
Plan to its present position.
The Board consists of eleven
members; five County Council-
lors, five appointed represent-
atives and the County Warden.
The planning Board receives
staff support from the County -
Clerk" -Administrator and the
Planning Department.
Even before the plan is made
official the process continues
into implementation. Planning
problems arise every day and
decisions must be made. Since
the first draft of the Plan was
prepared the Planning Board
has been using it as a guide for
decision-making. Under the
policies of the Draft Plan a
County Land Division Commit-
tee was established. This Com-
mittee handles consents for
most of the municipalities in
the County.
A major thrust of the planning
process occurs at the local

Plan set the guidelines, the
local municipalities are further
refining these guidelines for
implementation at the local
level through their own official
plans (secondary plan) and
zoning by-laws. They are
being assisted in developing
their local planning process by
the County Planning Depart-
ment.
Planning in Huron County is
not complex, merely interrel-
ated. These interrelations re-
flect the enthusiasm and interest
in planning for a better future
at both the County and the
municipal level. Planning was

described at the outset as a
process. This is because plan-
ning operates among and bet-
ween various levels of govern-
ment, because plan making
and plan implementation are
interwoven and always continu-
ing. The process of relating all
the activity is called planning,
