the amount of traffic at Grand Bend on Sunday. The main street of the popular resort was lined up
with cars from one end to the other all afternoon. Many of the concessions were open for business.
Secondary School Teachers Present Brief
The following is the content
of a brief submitted for release
to the press April 2, by the sec-
ondary school teachers in Huron
County received a salary offer
from the Huron County Board
of Education on March 16. Pre-
vious to this, the Board had
received a brief from the tea-
chers considered by Mr. Elliott
to be "a reasonable base" from
which to begin negotiation.
"Mr. R. Elliott, chairman
of the board's salary negotiating
committee, did not indicate to
us the percentage increase con-
tained in bis reply; and since the
uncertain structure of the reply
negates our efforts, we have
been unable to take an accurate
costing. Other boards in the
province have made offers sim-
ilar to the Huron teachers' re-
quest, and although indicating
a desire to retain competent
staff, our board has made an
offer which is substantially lower
"The board completely re-
jected the form of our brief,
which included among other
things, proposals for compulsory
upgrading of unqualified teach-
ers and condition to insure that
new teachers engaged by the
board do not enter the employ
of the County at a rate higher
than those teachers with ident-
ical qualifications and exper-
ience who are presently on
staff. Although the principals
in Huron County are below pro-
vincial average salary and con-
siderably below the salaries on
principals in surroundingcount-
ies, the board has seen it to
offer the principals a 2.5 per-
cent increase.
"We share Mr. Elliot's con-
cern for the ratepayers of Iiur-
on County. We would like to
point out as the cost of educat-
ion in Huron County is spread
over a provincial base and that
an unofficial estimate indicates
that about 70.5 percent of sec-
ondary school education costs
are paid by the provincial treas-
ury. Since teachers' pay is
drawn from a provincial base, it
follows that provincial averages
are important factors in deter-
mining our pay. Huron teachers
have in the past been close to
provincial average salaries and
the stability of staff in our
schools has resulted in better
educational opportunity. Ref-
erring to the Minister of Educ-
ation's Annual Report, it is
found that instructional salaries

are approximately 51 percent
of board expenditures. But it
is also true that this percentage
is lower than it was in 1951. It
is therefore no longer possible
for a board to blame increases
in taxation on teachers' salaries
since other expenditures are
rising at a rate faster than in-
structional salaries."

Farmers Advised to Carry Adequate
Insurance For Any Type of Liability
Farming, like any other bus-
iness, is filled with risks. Many
of the hazards faced by the farm-
er are beyond his control, creat-
ed by his dependence, upon the
climate and biological processes.
In addition, a farmer faces all
the financial and economic
problems confronting the indust-
rial businessman. Thus, for those
in agriculture, insurance against
risk of all sorts is vital.
Insurance should play a big
part in a farmer's business ar-
rangements, but aften many
aspects of it are overlooked.
These are the observations of
Mr. Douglas Baker, Farm Man-
agement and Agricultural Econ-
omics Division, Ridgetown Col
lege of Agricultural Technology,
who is primarily concerned with
property and liability insurance
coverage.
Mr. Baker says that farriers
should consider several basic
questions when insuring their
property. Are buildings that
are fully used being insured to

the amount it would cost to re-
place them? Many farmers have
houses or large buildings insured
for perhaps $5, 000. Yet the cost
of replacing that building, would
be far more than the insured
value. On the other hand, many
farmers insure buildings they no
longer use; this is wasted money.
Insuring a building in not
enough. All the articles of value
it contains should be insured as
well. All articles valued at
$250 or more should be itemized,
This means electrical household
appliances, furs, jewels, rugs,
drapes, cameras, sports and
hobby items. It means farm
machinery (insured to its re-
placement value), equipment,
tools, supplies, feeds, pestic-
ides, and all livestock. They
should not simply be covered
for loss inside the building, but
for outside hazards as well.
The question of what to insure
against must also be answered,
says Mr. Baker. Fire, storms,
