ZURICH CITIZENS NEWS PAGE 1=VEN Wrong Impression Created in New System of Provincial Assessment Many homeowners worry unnecessarily when they hear that the assessed value of their homes may double or triple under the Provincial . Government's program of mar- ket value assessment, Paul Simpson, Assessment Director for this area, said this week: "They erroneously assume that this means their property taxes will also double or triple, " Mr. Simpson told a London news Conference, "This is utter nonsense based on a total misunderstanding of the relationship between assessment, millrates and local taxes, " he said. Mr. Simpson emphasized that market value assessment does not, of itself, affect the taxes you pay on your home. The crux of the problem is whether your assessment was accurate or not, " he said. If your assessment goes from 20 percent of market value to actual market value, then the mill rate struck by your local council would drop by the same proportion to produce the same tax revenue. "Put succinctly, when. assessment goes up, the mill rate comes down to produce the same revenue." Mr. Simpson explained the market value assessment will show whether your assessment has been accurate in the past relative to a home of the same value in the same municipality. "If you were ofer-assessed in the past, then at market value assessment, your taxes would be lower. If you were under -assessed, then your taxes would be higher. This of course, does not take into consideration any general increase in the mill rate your local municipality may decide upon to raise extra revenues. Mr. Simpson said the Provincial program of reassess- ing all properties at marker value by 1975 is directed at achieving greater equity in assessment and local taxation. "If you live in a $25, 000 home and your neighbour across the streets lives in a $25, 000 home, then obviously you should pay the same in property taxes. Unfortunately, tinder previous assessment systems, where different methods of assessing were used at different percentages of market value at different times, this was not the case. But, Because of the inadequacies and inconsistencies of the old systems, nobody really knew whether their assessment and thus their taxes were fair or not. " The Provincial Govern- ment believes that all properties must be assessed at market value if these anomal- ies are to be rectified and all property owners are to be treated fairly." Mr. Simpson said the 226 municipalities in his area - cov- ering Essex, Lambton, Kent, Middleses, Elgin, Oxford, Huron, Perth, Grey and Bruce - have assessed homes at rates varying from 10 percent of market to 100 percent. Mr. Simpson has 327 assess- ing personnel working' in the area on 540, 000 properties. 0 About People You Know... Mr. and Mrs, Thomas H. Meyers were among honoured guests at a Children's Aid banquet held in Knox Presbyterian Church, Goderich on Wednesday February 11, 1970, There was honourable mention made of the foster homes in Huron County. Awards were presented to five couples. Mr. and Mrs. Meyers received the first one to be given in Huron County, a framed plaque, which they received with humble thanks. Mrs. Taylor who is over 80 years and still active received a gift and Mrs. Kruegar, Crediton responded for the Foster Parents and Homes. Mr. and Mrs. Wes Hugill, Gary and Beth of Kitchener and Mrs. Ted Saunders and son of Fort William were Sunday callers with Mrs. Ella Thiel. Miss Olive O'Brien is visiting with relatives in Port Huron. , Mr. and Mrs. Morris Webb and Mr. and Mrs. Lloyd O'Brien -are enjoying a three week vacation in Florida, Mr. and Mrs. Doug Armstrong and family, Mr, and Mrs. Gordon Hess and family spent the weekend at the bless' cottage in the Pinery. Mr. and Mrs. Hubert Schilbe and Mr. and Mrs. Doub O'Brien left this week to spend a two week vacation at the home of Mr, and Mrs. Don Gascho, St. Croix, Virgin islands. Oke passed away on Tuesday, February 17. He was in his 71st year, Surviving besides his wife, the former Ila Currell, are one daughter, Maxine, Mrs.. William Gould, of Ottawa; four sons, Murray, of Toronto; Donald, of Zurich; Kenneth and Jim, both of Goderich; and four brothers. There are also 16 grandchildren. The body is resting at 4-H Girls Pick New Name (by Marilyn Regier) Our first meeting was held at the home of Mrs. Morris Webb. Nine members were present. We recited the pledge but there was no roll the McCallum funeral home (formerly Lodge) in Goderich, where the service will take place on Friday, February 20, at 2 p, rn, Interment will be in the Maitland Cemetery. call, We nominated Janet Webb as president and Loretta Ayotte seconded it., Loretta nominated Marilyn Regier as secretary and Janet seconded it.
