One of the major problems
which faces Huron County Li-
brary Board is the large area
to be serviced with the funds
available, Frank McFadden, of
Bayfield, the chairman, in-
formed Huron County council
meeting in Goderich last week.
He said the board is endeav-
oring to allocate funds to the
best possible advantage under
the circumstances.
Salary adjustments have been
made for the office staff. A
detailed study of policy respect-
ing °office personnel, branch per-
sonnel and general administra-
tion, has been agreed on by the
hoard, he stated.

TOWNSHIP OF HAY
BY-LAW No. 17, 1968
A BY-LAW TO RAISE $500,000.00 TO AID IN THE
CONSTRUCTION OF TILE, STONE OR TIMBER DRAINS.
The Council of the Township of Hay, pursuant to The
Tile Drainage Act, enacts as follows:
1—THAT the Reeve may from time to time, subject to the
provisions of this by-law, borrow on the credit of the
corporation of the Municipality such sum, not exceeding
in the whole $500,000.00 as may be determined by the
Council, and may in manner .hereinafter provided, issue
debentures of the corporation in such sums as the
Council may deem proper for the amount so borrowed,
with coupons attached as provided in section 4 of the
said Act.
2—THAT, subject to Section 10 of The Tile Drainage Act,
when the council is of opinion that the application of
any person to borrow money for the purpose of con-
structing a tile, stone or timber drain should be granted
in whole or in part, the Council may, by resolution,
direct the Reeve to issue debentures as aforesaid and
to borrow a sum not exceeding the amount applied for,
and may lend the same to the applicant on the com-
pletion of the drainage works
3—THAT a special rate shall be imposed, levied and col-
lected over and above all other rates upon the land in
respect of which the money is borrowed, sufficient for
the payment of the principal and interest as provided
4—TbyHAT the Bylaw No. 9 of 1960 is hereby repealed for the
purposes of further borrowing.
5—THAT By-law No. 9 of 1960 shall remain the authority
for all monies borrowed under it until June 3, of 1978,
upon which time the powers of By-law No. 9 of 1960
shall be terminated.
6—This By-law shall not come into effect until formal
order has been received from the Ontario Municipal
Board.

to have this By-law or any part thereof quashed must serve
notice of his application upon 'the Head or Clerk of this
Municipality within 20 days after the date of the last
publication of this notice, and must make his application
to the Supreme Court of Ontario within one month after
the said date. This notice was first published on the 5th
day of December, 1968, and the last publication will be
on the 19th day of December, 1968.

will be allowed on the streets of the Village of
Zurich, between the hours of 12 midnight and
8 a.m., during the winter months, to allow for
snow removal.
