The penalty section provides a maximum $100 fine for con- traventions of the law, In imposing a duty on land- lords to pass the tax -reduction benefits on to tenants, the bill At Zurich Lanes 5ndicates this should be done by the lowering of rents or hump sum or cash payments. Mr..McIeough conceded that where no -lease exists, a land- lord could wipe out the benefit to tenants by raising the rent.
