One change, however, is that
the outgoing warden will pre-
side at the beginning of each
inaugural session, after which
the clerk will conduct the vote.
"The warden is elected to
office until his successor is ap-
pointed," Mr. Berry pointed
out.
Salary of the county librarian
was increased from a maximum
of $3,500 to $4,000. The acting
librarian, Mrs, J. Pirie, has re-
signed, and Reeve Duff Thomp-
son, committee chairman, said
the intention is to advertise,
firstly, for a fully qualified li-
brarian and, secondly, at the
same time for a person with
qualifications sufficient to be
considered as acting county li-
brarian.

for the county. I was wonder-
ing when the finance commit-
tee really got down and talked
this thing out. Did they ever go
otit and ask questions, to find
if it is really a saving to the
county, and this is what we
are after. The brief clearly
stated the committee was ask-
ing for a gift, not a grant. They
were talking in terms of 150
roams when first plans were
presented (for Huronview) and
the 1965 council turned it down
as too much of a financial
burden on the county. Here
we have a chance to take up
that very thing they were try-
ing to do at Huronview, and at
a real saving. At our figures
for Huronview, they may
amount to $10,000 a bed, and I
believe 150 beds were recom-
mended. Now you have 75, at
$10,000, a saving of $750,000,
and that is just in actual build-
ing. No 2, savings in the ad-
ministrative aspect, savings also
in utilities, in insurance. The
larger the institution the less
personal contact with your resi-
dents, and this can be provided
in the home being built in Hay
Township. You cannot call it
another industry, but it in -

lay for the Institute for the
Blind— a very worthy cause,
but this is going right out of
the county, with other grants,
$1,200 Western University cap-

be in the same category. We
are not, as a county council,
doing anything for the blind,
and although the building is
outside the county we have 75
blind people, or some such
number from Huron benefitting
by this. It is misleading to
say the money is going outside
the county, The finance com-
mittee feels that any work we
do for senior citizens must be
done as a county, and if we
are going to make a grant or
gift to this home there is no
reason then why .a similar home
cannot be built in Wingham,
Seaforth or Goderich, and they
would be entitled to the same
grant or gift, and as a county
council we would have no con-
trol over the mushrooming of
these facilities."
Reeve Corbett: "If Exeter
had got this home, would they
ask for this grant, or would
they not?"
Mr. Gandon: "If the county
home had been decentralized,
I for one would certainly have
supported that, but I would not
have supported a grant of pub-
lic funds to this kind of rest
home. If we were not involved
in a county home it would be
a different matter, and would
be on the same basis as the
grant to the blind."
Reeve Corbett: "I don't think
these homes are going to mush-
room in every town."
Deputy reeve W. J. Cuthill,
Seaforth: "A lady has purchased
the old hospital in Seaforth and
has not asked for assistance. I
think if she found out we were
giving money to the Blue Water
Home, she would."
At suggestion of Reeve
Ernest Snell, East Wawanosh,
the report was considered
clause by clause in committee,
with Reeve A. D. Smith, Turn -
berry, in the chair. Upon the
yeas and nays being recorded,
26 voted far adoption of the
report, 11 to delete the Blue
Water Home (rejection) clause.
The 11 were Boyle, Corbett,
Etherington, Geiger, Jim Hay-
ter, Hendrick, McFadden, Mc-
Kenzie, Stewart, Stirling and
Thiel.
In his budget statement,
Clerk -treasurer Berry reported
$62,775 in the reserve fund al-
located for hospital purposes,
which with $50,000 due from
the county in 1966 makes $112,-
775. Owing to Wingham hos-
pital is $65,000, and to Goder-
ich hospital $62,000, so it will
be necessary to allocate $14,225
less interest earned, in the 1967

Tuckersmith ratepayers who
had requested the municipal
council to form a union school
section with Hensall: the appli-
cation was not made under
Section 48.
In the Morris -East Wawanosh
case, the committee "believes
that any transfer of property
will not solve the problem, and
since it appears that it is im-
possible to proceed with the
building programs at Belgrave,
Blyth and Brussels at this time,
definite action should be taken.
Accordingly, t e committee
recommends that the East
Wawanosh Township school
area be added to the Morris
Township school area."
Reeve Procter, of Morris,
thought it best "for all eon»
cerned that we have three
schools in this larger area, and
the sooner we get this thing
under way the better for every-
body," Reeve Snell, of East
Wawanosh, said: "1 will certain-
ly go back and see what eax
be done."
